If you intend to operate an energy supply network, you will need approval from the authority responsible under state law.
Information on the company by
- Presentation of articles of association or partnership agreement and annual report; indication of shareholdings in the company and shareholdings of the company
- Proof of the legal form of the company by submitting the excerpt from the commercial register, association register or cooperative register
Information on the network by
- The right to operate the pipeline network in the designated area must be evidenced by a validly concluded concession agreement or equivalent arrangement.
- Proof of ownership or right to dispose of the networks
- Representation of the supply network by indicating all concession areas and by submitting corresponding network overview maps, if possible in digital form, from which the line route for the existing voltage and pressure levels as well as the respective feed-in points from the higher-level networks can be seen.
- Information about the network levels:
For electrical installations (ELT):
- Presentation of the existing voltage levels (line kilometers and average age in each case), additionally information on the number and average age of the substations or transformer stations.
For gas:
- Presentation of pressure levels (line kilometers and average age in each case), plus information on the number and average age of pressure regulating stations.
- Presentation of the network shares, broken down by voltage levels and pressure levels as a percentage in relation to the length of the entire supply network; information on the number of average age of service connections
Proof of personnel and economic capacity by submitting the following documents
- Presentation of the exact operational and organizational structure, including a detailed organizational chart, a meaningful list of personnel with details of their respective qualifications, and an overview of key contacts
- proof of equity capital, letter of comfort if applicable, information on any existing company transfer agreements, bank information and current annual report with balance sheet
- confirmation of audited Technical Safety Management TSM alternatively :
- Information on tasks and fields of activity, personnel, technical equipment and organization in accordance with VDN Guideline S 1000 or DVGW Worksheet G 1000.
- If the technical management is carried out by a third company, the management contract must also be submitted; if the third company has a permit in accordance with § 4 EnWG, this must be submitted, otherwise only the management contract must be submitted.
- Proof of insurance cover
- The ability to make any necessary network investments must be demonstrated by information on the estimated costs of the project and its financing by means of a profitability forecast covering a period of 10 years.
- Emergency plan
