If you want to place or broker bets on public horse races on a commercial basis as a bookmaker, you need a license.

The Thuringian State Office for Agriculture and Rural Areas (TLLLR) issues the bookmaker's permit (bookmaker's license) and the license for the betting office in Thuringia.

The license is only valid for locations within Thuringia and includes the respective location and person that the bookmaker intends to use to place and broker bets.

Permission is granted for

- the location where the bets are accepted or brokered and

- the persons you use to place and broker the bets.

The license may be granted subject to time limits and conditions.

The following documents must be enclosed with the application:

1. Police clearance certificate
2. Extract from the central trade register
3. Copy of identity card
4. Lease agreement with site plan of the betting shop
5. Proof of bookmaker-specific knowledge (e.g. bookmaker association certificate of competence)
6. Proof of available working capital (bank statement or bank information)

• for the venue/bookmaker's assistant 115,00 Euro

The informal application must be submitted to the Thuringian State Office for Agriculture and Rural Areas (TLLLR), Department 21, by post.

Once the application has been checked and if it is complete and meets the requirements, the permit will be issued.

The processing time is 2 to 4 weeks if you fulfill all legal requirements.

Appeals may be lodged against decisions within one month of their notification. The objection must be submitted to the Thuringian State Office for Agriculture and Rural Areas (TLLLR) in writing or for the record.
