If you want to practice your profession as a veterinarian in Thuringia, or do not practice the profession but have your habitual residence there, you can use other designations in addition to your professional designation, which indicate special knowledge in a particular professional field (specialist veterinary designation) or additionally acquired knowledge in another area (additional designation). The acquisition and use of these further training designations is regulated in the Thuringian Health Professions Act (ThürHeilBG) and in the further training regulations of the Thuringian Chamber of Veterinary Surgeons. You may only use a continuing education designation if you have received recognition by the Thuringian State Veterinary Chamber upon application. Recognition granted by another veterinary chamber in Germany for the use of a designation within the meaning of § 24 ThürHeilBG is also valid in Thuringia.

Nationals of a Member State of the EU who hold a subject-related diploma, a subject-related examination certificate or other specialist further training certificate which is mutually recognized or is equivalent to such recognition on the basis of acquired rights in accordance with Directive 2005/36/EC shall, upon application, receive the corresponding recognition in accordance with Section 26 (1) sentence 1 ThürHeilBG. If the conditions for mutual automatic recognition or equivalence do not exist, recognition will be granted upon application if it is proven to the State Veterinary Chamber that the certificate of continuing education meets the requirements for the corresponding continuing education in Thuringia or is equivalent.

The qualification as "Diplomate" acquired at the European and American Colleges will be recognized as equivalent further training upon presentation of the certificate.

The above regulations also apply to nationals of other contracting states to the Agreement on the European Economic Area and of states to which the EU member states have granted a corresponding legal entitlement. The same applies to nationals of third countries, insofar as this is stipulated accordingly in the further training regulations of the State Veterinary Chamber.

Erforderliche Unterlagen

You can obtain information on the documents to be enclosed with the application from the State Veterinary Chamber of Thuringia. At least the following documents are required for your application:

  • Proof of citizenship,
  • your license to practice medicine or your permission according to § 2 Abs. 2 Bundes-Tierärzteordnung,
  • the further training certificates you have acquired,
  • the certificate of relevant professional experience you have acquired, if applicable,
  • evidence of the contents of the further training in the form of the submission of the relevant further training regulations or in another suitable manner, if this shows the contents of the further training and the duration of the further training to obtain the further training certificate,
  • if necessary, other evidence of qualification required to establish equivalence.

The documents are to be submitted in the form of certified copies, unless the State Veterinary Chamber permits a different form. Translations of documents in foreign languages must be submitted in German, which have been prepared by a publicly appointed or sworn interpreter or translator. The State Veterinary Chamber may permit a different form for certain documents.

Documents issued in a Member State of the European Union or in another State party to the Agreement on the European Economic Area may also be submitted electronically as of January 18, 2016. In the event of justified doubts about the authenticity of the documents submitted and if absolutely necessary, the State Veterinary Chamber may also require the submission of certified copies in this case.

The application for recognition must also be accompanied by a declaration as to whether and, if so, with what result you have already submitted a corresponding application in another federal state.

Voraussetzungen

In addition to successfully completed further training, you must have a license to practice as a veterinarian or a permit to temporarily practice as a veterinarian. The Thuringian State Office for Consumer Protection is responsible for issuing the license or permit.

Kosten

A fee range of EUR 50 to 160 is set for processing an application for recognition of a regional or additional designation, and a fee of EUR 50 is set for awarding and issuing the certificate. If the applicant is responsible for an increased expenditure of time, an additional fee of 20 to 100 EUR may be charged.

Costs for a possibly necessary aptitude test or a specialized veterinarian examination to be taken in the case of completion of further training in Thuringia are not included in this.

Verfahrensablauf

You must submit the application for recognition of your specialist veterinary or additional designation in writing/electronically to the competent body. The competent body will confirm receipt of the submitted documents within one month and, if necessary, inform you which documents are missing. The competent body may request you to submit further information on the content and duration of his further training within a reasonable period of time, insofar as this is necessary for the assessment of equivalence.

If it is not possible to determine the equivalence of further training due to significant differences, the competent body may decide to impose compensatory measures (adaptation course or aptitude test). In this context, it is also examined whether the differences are fully or partially compensated by relevant proven veterinary professional practice.

Upon successful completion of the recognition procedure, you will receive a certificate for the right to hold a specialized veterinary or additional title.

Bearbeitungsdauer

The procedure for examining your application must be completed no later than four months after submission of the complete documentation if you obtained your training qualification in a member state of the EU or a state party to the Agreement on the European Economic Area or in a state treated as such by agreement.

You must apply for recognition before holding a continuing education designation.

Partial access
In the case of applicants who hold a certificate of further training which entitles them to hold a specialist veterinary or additional designation in their country of origin and which is restricted to a part which is part of a further training designation (specialist veterinary or additional designation) in Germany/Thuringia, the State Veterinary Chamber of Thuringia will examine on a case-by-case basis in accordance with § 30 Para. 8b ThürHeilBG whether, if applicable, partial access is possible in relation to the activities covered by a further training designation in accordance with the further training regulations of the State Veterinary Chamber of Thuringia. In this case, the State Veterinary Chamber will contact the applicant.

Rechtsbehelf

Against the decision of the State Veterinary Chamber on your application or against a decision not made in due time, you have the legal remedies according to the Administrative Court Code (objection proceedings, if necessary lawsuit proceedings).
