If you want to conduct training courses for dangerous goods drivers, you must be recognized as a training organizer by the locally responsible IHK.
Entrepreneurs and owners of a company involved in the transport of dangerous goods by rail, road, water or air must appoint at least one dangerous goods safety advisor. You may only act as a dangerous goods safety advisor if you hold a valid training certificate for the mode(s) of transport in question. The training must be recognized by the Chamber of Industry and Commerce for dangerous goods safety advisors.
The Chamber of Industry and Commerce (IHK) is responsible for recognizing and monitoring training organizers. A current list of recognized training organizers can be found on the pages of the respective IHKs.
Recognition can be applied for the basic course, advanced course tank, advanced course class 1, advanced course class 7 and for refresher training.
The application must contain, among other things, the following information:
- specify the scope of the recognition (basic course, advanced tank course, advanced class 1 course, advanced class 7 course)
- the lesson plans for the initial training and refresher training based on the IHK course plans
- the location of the training, especially for the practical parts of the course such as training and fire extinguishing location
- the time schedule, taking into account breaks and travel times to and from the training location for the practical parts of the course (travel times are not added to the scheduled teaching units)
- the assignment of the topics to the subject sector of the respective course plan
- the type of teaching form (e.g. lecture, instructional discussion, technical media, film lecture, practical exercises)
- the identification of the practical parts
- the available teaching material
- The training facility and its equipment: As a course organizer, you must have the necessary premises for conducting the theoretical teaching units of the partially practical parts of the course, as well as the necessary training material. In addition, your teaching staff must be professionally and pedagogically qualified.
The responsible IHK can inspect your premises and the teaching material. The IHK can also contact the persons you have specified as teaching staff in order to arrange appointments for any supplementary assessment interviews that may be required.
- Documents of the teachers employed as proof of their professional and methodical-didactic suitability
- Professional background
- Proof of general knowledge of dangerous goods transport law
- Proof of special knowledge for the respective training parts
- Proof of the ability to impart the knowledge in an adult-oriented manner
- Presentation of a valid ADR certificate for all classes (in tanks and other than in tanks)
- Declaration of readiness to act as an instructor
If the requirements are fulfilled, the recognition will be confirmed by a certificate of recognition from the locally responsible IHK. This states for which courses the training may be carried out.
- Curriculum in accordance with the course schedules specified by the IHK.
- Suitable premises and facilities, also for prescribed practical exercises
- Suitable teaching material
- Qualified teaching staff
The fee for the recognition is based on the respective valid fee tariff of the locally responsible IHK.
You first submit the application for recognition as a training organizer to your local Chamber of Industry and Commerce (IHK).
- The IHK first checks the submitted documents such as syllabi and teaching materials.
- If necessary, representatives of the IHK visit the training facility and check its suitability on site. If necessary, assessment interviews are held with the teaching staff.
- After the documents and the training center have been checked, you will receive a decision from the IHK about the recognition.
After your training center has been recognized, you may offer courses for dangerous goods safety advisors within the scope of the permit.
Depending on the documents submitted, the application should be reviewed within three weeks of receipt. Conducting an assessment interview with the teachers may lead to a longer processing time if necessary.
