  • the "Convention on Temporary Admission" of 26.06.1990 with its appendices A, B.1. to B.9., C, D and E, referred to as the "Istanbul Convention", which is the successor to the above-mentioned Customs Convention.
  • as well as a bilateral agreement concluded between the European Community and Taiwan (Republic of China) concerning the temporary admission of goods into Taiwan (Republic of China).

The A.T.A. carnet is an internationally valid customs transit document that facilitates the temporary use of goods in non-EU countries. The Carnet user countries are listed on the green cover sheet of the Carnet A.T.A. form. The payment or deposit of customs duties and other charges in the importing or transit countries is not required. The A.T.A. carnet offers the additional advantage of speedy border clearance. The abbreviation "A.T.A." stands for "Admission Temporaire" (French) or "Temporary Admission" (English).

The main areas of application for the issuance of an A.T.A. carnet are (no consumer goods):

  • Fair and exhibition goods
  • Professional equipment
  • Sample goods

However, these areas of application are interpreted differently in the individual contracting states. For information, please contact your local Chamber of Commerce and Industry.

For temporary export of goods to Taiwan (Republic of China) use the Carnet C.P.D. (form orange).

In addition to the fee for the form, there are processing fees for the issuance of an A.T.A. carnet. In addition, the Chambers of Commerce and Industry charge an insurance fee to cover the customs risk. This fee is paid to the customs guarantor's reinsurance company. It does not cover transport insurance or any import duties that may be incurred when the goods remain abroad. The amount of the insurance fee depends on the total value of the goods listed in the A.T.A. carnet.

Verfahrensablauf

The local Chamber of Commerce and Industry can issue A.T.A. Carnets for all companies and other natural and legal persons. The applicant is advised individually on the procedure and is provided with information material and completion aids. The completed A.T.A. Carnet form is checked by the Chamber of Commerce and bears a stamp, seal and validity date.

Frist

In compliance with set deadlines by foreign customs administrations, the A.T.A. carnet can usually be used several times within 12 months. After the expiration of the validity, it is returned to the competent chamber of commerce and industry.
