What is undeclared work?
The offence of undeclared work is committed by anyone who

  • fails to comply with the obligation to report the commencement of independent operation of a standing trade (§ 14 GewO),
  • has not acquired the required travel trade card (§ 55 GewO),
  • independently operates a craft subject to licensing as a standing trade without being entered in the register of craftsmen (§ 1 HWO),
  • misuses services,
  • evades taxes or
  • violates various obligations to notify the social benefits agency.

Anyone who suspects undeclared workers on construction sites can report their suspicions to the hotline operated by IG Bau.
Calls are accepted on weekdays from 7 a.m. to 8 p.m. and Saturdays from 9 a.m. to 6 p.m. on
08 00/4 42 28 02 (toll-free).

Information from other areas is also received by both hotlines and forwarded to the relevant authorities for review. In addition, you can also contact the locally responsible lower trade authority (Gewerbeamt). Reports will be treated confidentially upon request.

The Customs Department includes the Financial Control of Clandestine Employment (Finanzkontrolle Schwarzarbeit, FKS). The original responsibility of the customs refers to undeclared work in connection with benefit abuse, tax evasion, violation of various notification obligations to the social benefit agency.

The fight against illegal employment in Thuringia is coordinated by the Thuringian Ministry of Economics, Labor and Technology on behalf of the authorities responsible under state law. For this purpose, the regulatory offices cooperate with a wide variety of authorities. These include the main customs offices, trade, labor and social welfare offices, the police, chambers of crafts, employers' liability insurance associations, as well as the tax authorities and pension insurance providers (formerly: LVA, BfA).
