In order to transport passengers against payment, you need a driver's license for passenger transport (FzF). You must apply for this from the relevant office.

If you transport passengers in a motor vehicle and a permit is required for this transport in accordance with the Passenger Transport Act (e.g. in a cab, rental car or passenger car in regular service, for commercial excursions or to vacation destinations), you require a driver's license for passenger transport (FzF) in addition to the general driver's license. The same applies if you transport passengers in an ambulance on a paid or commercial basis. The prerequisite is that you have passed the necessary examinations.

A driver's license for passenger transport (FzF) is not required for

1. Ambulances of the German Federal Armed Forces, the German Federal Police, the police as well as the troops and civilian entourage of the other signatory states of the North Atlantic Treaty Organization (NATO),
2. ambulances of the Civil Protection, if they are used for its purpose,
3. ambulances of fire departments and rescue services recognized by state law.

If you hold a class D or D1 driver's license, you need a FzF only if you drive a cab.

• official proof of place and date of birth (e.g. identity card, passport)
• if passport is presented, this must be accompanied by a current registration certificate from the registration office responsible for the main place of residence
• EU/EEA driving license
• Photograph
• Proof that the requirements for eyesight are met,
• Proof of physical and mental fitness
• Certificate of good conduct for submission to an authority
• Current information from the driver suitability register
• certificate of good conduct stating the purpose of use "issuance of driver's license for passenger transport". This must be applied for at the registration office responsible for the main place of residence.

If the FzF is to apply for cabs additionally:

• Proof of the required local knowledge by means of a certificate from a suitable office.

If the FzF is to apply to ambulances additionally:

• Proof of participation in a training course in first aid.

• EU or EEA driving license required for driving the vehicle.
• Minimum age: 21 years; if restricted to ambulances: 19 years of age
• personal reliability
• mental and physical fitness
• sufficient eyesight
• possession of an EU/EEA Class B driving license (or equivalent) for at least two years (at least one year if the FzF is restricted to ambulances) or two years of possession of the driving license within the last five years
• if the FzF is to apply to ambulances: Participation in a training course in first aid
• if the FzF is to apply to cabs: Passing of a local knowledge test

The fees for the issuance, extension and refusal of a driver's license for the carriage of passengers (FzF) are regulated in the 2nd section of the Annex to the Schedule of Fees for Road Traffic Measures (Nos. 201 ff.):

• No. 201: Examination of an application for issuance, extension or renewal of a FzF (5.10 EUR).
• No. 202.1: Initial granting or extension of a vehicle license (33.20 EUR)
• in the case of an occasion-related suitability assessment, an additional 10.20 to 35.80 EUR
• No. 202.3: Issuance of a FzF after previous refusal or withdrawal of the FzF (33.20 to 256.00 EUR)
• No. 203: Examination of local knowledge (20.50 to 57.30 EUR)
• No. 204: Extension of the period of validity of an FzF and entry in the driver's license for passenger transportation (28.60 EUR)
• No. 205: Amendment or addition to a driver's license for passenger transportation (except extensions and renewals (7.70 EUR))
• No. 206: Refusal to issue or to extend a driving license; refusal to extend the period of validity of a driving license; withdrawal, revocation or cancellation of a driving license (33.20 to 256.00 EUR)

In the event of a refusal, the general one-month objection period under administrative procedure law applies.

The passenger transport license is issued for a period not exceeding five years. It shall be renewed on application by the holder for up to five years at a time if

1. he proves his mental and physical fitness in accordance with § 11 paragraph 9 in conjunction with Appendix 5,

2. he proves that he meets the requirements for eyesight in accordance with Section 12 (6) in conjunction with Annex 6 No. 2, and

3. he/she proves, by submitting the documents in accordance with paragraph 4 number 2a, that he/she can guarantee that he/she will meet the special responsibilities involved in the transport of passengers
