Entitled persons - mostly the parents, if necessary a guardian or caretaker - have a legal claim to help with upbringing, if an upbringing in accordance with the welfare of the child or adolescent is not guaranteed and the help is suitable and necessary for his or her development.

This supplementary help is granted to the parents, but it is based on the interests of the child or adolescent. The basis for the granting of appropriate educational offers is the help plan procedure, in which both the custodians, the children or adolescents and the youth welfare office must be involved.

The services offered include educational counseling, social group work, educational assistance, care assistants, socio-educational family assistance, education in a day group, full-time care, home education and other forms of assisted living, as well as intensive individual socio-educational support. For mentally handicapped children, assistance with upbringing can be provided in addition to integration assistance in accordance with Section 35a of Book VIII of the Social Code.

The financing of the help for upbringing is carried out by the youth welfare office. It provides the services itself or assumes the costs agreed with the facility providers.

• Legal guardians have a legal claim to help with upbringing if upbringing that is in the best interests of the child or young person is not guaranteed and help is suitable and necessary for their development.
