The program supports projects for the introduction of emission-free mobility in public transport in Thuringia. The grants are used for the introduction and practical application of alternative technical drive solutions and corresponding model projects.

The Free State of Thuringia supports projects for the introduction of emission-free mobility in local road passenger transport (StPNV) and local rail passenger transport (SPNV) in Thuringia.

You will receive funding for

• Feasibility studies for the preparation of investments in local public transport
• resulting investment projects
  • such as expenditure for the purchase of zero-emission vehicles
    • the conversion to environmentally friendly buses and trains
    • Retrofitting fossil-fueled vehicles with zero-emission drives in local public transport and regional rail transport
    • Acquisition of automated vehicles in local road passenger transport
  • Investments to set up a refueling and charging infrastructure in local public transport and regional rail transport
  • Expenditure to ensure the maintenance and repair of vehicles with zero-emission drives in depots and workshops in local public and regional passenger transport
• Municipal, cross-modal mobility concepts in accordance with the guidelines for sustainable urban mobility plans

You receive the funding as a subsidy

• of up to 60 percent for the purchase of vehicles with zero-emission drives. This is possible as partial financing.
• up to 70 percent for investments in refueling and charging infrastructure as well as depot conversion for maintenance and repair. This is possible as partial financing.
• up to 70 percent for feasibility studies and mobility concepts/SUMPs. Funding is possible via a lump sum as fixed-amount financing.

The grant is awarded on application.

Applications for a grant must be submitted electronically to the Thüringer Aufbaubank (TAB) via the online portal https://thueringer-foerderportal.eu using the forms provided. In addition, the written application must be submitted to the TAB, unless the electronic form replaces the written form.

Incomplete funding applications must be completed by the applicant within the deadline set by TAB following a written request from TAB. For projects relating to feasibility studies and mobility concepts, at least 3 comparative offers must be requested and submitted. Deviations from this are possible in exceptional cases and must be fully justified.

Applications for feasibility studies and investment projects may be submitted by public authorities responsible for public transport services and transport companies commissioned by them.

Applications for municipal, cross-modal mobility concepts may be submitted by public regional authorities and bodies responsible for providing public transport services.

Funding is subject to certain conditions:

• You must not have started implementing your project before you have been notified or have received the grant notification.
• Your project must be fully implemented in the period from the entry into force of the guideline until 31.12.2029.
• For infrastructure investments that have an expected lifespan of at least 5 years, you must carry out a climate impact assessment and provide evidence of this when submitting your application.
• The projects must be economical and appropriate.

Conditions for investment projects to avoid CO2 emissions in local public transport and regional rail transport:

• You must have submitted a coherent concept. Otherwise, the project must be included in a local transport plan.
• The eligible expenditure must amount to more than EUR 200,000 (net).

Conditions for feasibility studies and mobility concepts:

• You must have submitted at least 3 comparative offers. Deviations from this are possible in exceptional cases and must be fully justified. The most economical offer must be selected.
• The eligible expenditure must amount to more than EUR 7,500 (net). The total expenditure for the project may not exceed EUR 200,000 (net).

No funding will be granted to companies in difficulty.
