Public gambling on the occurrence or outcome of future events (sports betting) may be organized or brokered only with the permission of the competent authority. Organizing and brokering without such permission is prohibited.
Permission to organize sports betting is granted nationwide by the Joint Gambling Authority of the Federal States (Halle (Saale)). Permitted organizers may also distribute their sports bets in betting brokerage offices in the federal states. This requires a separate permit from the federal state in which the betting agency is to be operated.
For the decision on an application for the granting of a license to broker sports betting, fees of at least 1,000.00 euros and a maximum of 3,000.00 euros are charged per betting agency.

An action may be brought before the competent administrative court against a negative decision by the authority.
