An operating permit for an individual vehicle is issued in connection with a vehicle registration or for an already registered vehicle (technical modification).

In principle, you may only drive a vehicle on public roads if you have been issued with a type approval.

For vehicles that are subject to type approval and for which no type approval or general operating permit (ABE) is available, the individual operating permit must be issued by the registration authority before the vehicle is put into operation for the first time.
