For the European election, you will be included in the electoral roll as a German or German national ex officio or upon application.
If you are a German or German national living in Germany and wish to vote in the European elections, you must first be entered on the electoral roll. This
either happens automatically ex officio or you must submit an application for this.
Informal application in original, containing
- surnames,
- the first names,
- the date of birth,
- the exact address;
- the application must be signed personally and handwritten
You will be entered in the electoral roll ex officio if, on the 42nd day before the election,
- are German or German nationals within the meaning of Article 116 (1) of the Basic Law,
- are at least 18 years old on election day
- are not excluded from the right to vote,
- have your main residence or your sole residence in Germany, or
- a master or captain or
- are a member of the crew of a seagoing vessel flying the German flag, or
- as an inland waterway skipper of an inland waterway vessel registered in the German shipping register, or
- are registered as a member of the corresponding household, or
- are registered at the address of a prison or similar institution in Germany.
You will be included in the electoral roll upon application,
if you are
- are German or German nationals within the meaning of Article 116 (1) of the Basic Law,
- are at least 18 years old on election day
- are not excluded from the right to vote,
- have your habitual residence in Germany without a home or are in a correctional institution without having been registered ex officio.
You can register as a domestic German as follows:
- You submit an informal application to the municipality responsible for you.
- The authority decides on the application and sends an election notification or a rejection notice.

- ex officio, if on the 42nd day before the election:
- Germans or Germans within the meaning of Article 116 (1) of the Basic Law
- at least 18 years old on election day
- no exclusion from the right to vote
- main residence or sole residence in Germany or
- Master or captainess or
- crew member of a seagoing vessel flying the German flag or
- inland waterway skipper of an inland waterway vessel registered in the German shipping register, or
- as a member of the corresponding household or
- registered under the address of a correctional institution or a similar institution in Germany
- upon request:
- German citizen or German national within the meaning of Article 116 (1) of the Basic Law
- at least 18 years of age on election day
- not excluded from the right to vote
- without a dwelling but habitually resident in Germany or in a correctional institution without being registered ex officio
- responsible when application is made: municipality,
- in which one has a dwelling
- in which one usually resides
- in which the shipowner has his or her registered office
- which is the home town of the barge, or
- in which the correctional institution is located
