Are you subject to the obligation to keep records of waste and must have a waste disposal certificate approved? Then under certain circumstances you will need an officially confirmed waste disposal certificate.
As a waste-generating company that produces hazardous waste that is subject to mandatory verification, you and the companies involved in its disposal must provide evidence of proper disposal, both to each other and to the competent authorities, and keep the necessary verification documents.
As a waste-generating company, you must provide proof of disposal even before the start of disposal in order to prove the permissibility of the planned type of disposal.
The competent authority must confirm the permissibility of the disposal before disposal begins.
In electronic form:
- Cover sheet (DEN)
- Responsible declaration (VE) of the waste-generating company
- If applicable, including declaration analysis (DA)
- Acceptance declaration (AE) of the company disposing of the waste
- Software with which the verification documents can be created, processed and signed in electronic form and exchanged with other companies and the authorities. A personal signature card and a card reader are also required for the qualified signature of the forms.
- Access to the electronic verification procedure via a mailbox directly at the ZKS or via a provider.
- You must enter the waste management company numbers of the producer and disposer in the verification forms. If these have not yet been issued, they must be applied for from the competent authority before the verification forms are created.
- As a waste-generating company, you create the cover sheet and the responsible declaration, including the declaration analysis if applicable, in electronic form and send these to the disposal site with a signature.
- There, the documents are completed and also signed.
- The company disposing of the waste sends the complete proof of disposal to the authority responsible for the disposal facility and the waste-generating company before disposal begins.
- The competent authority for Thuringian disposal facilities is the TLUBN
- After confirmation, the competent authority sends the documents to the waste producer, the waste disposal company and, if different, to the competent authority of the producer.
- The evidence must be valid at the time of disposal.
- The authority has 30 days to issue official confirmation if the documentation is complete and correct; receipt must be confirmed within 12 calendar days.
- Evidence can be confirmed for a maximum of five years.
- The deadline for sending the electronic consignment bills by the disposal company is 10 calendar days.

- Before starting the disposal of (hazardous)) waste, the permissibility of the planned disposal must be verified by means of a waste disposal certificate.
- As a rule, this also includes confirmation of proof of disposal by the authority responsible for the disposal facility.
- This confirmation is not required in the so-called privileged procedure, which can be used if
- the waste management facility is certified as a specialist waste management company and is therefore privileged,
- the disposal facility belongs to a company entered in the EMAS register and is therefore also privileged, or
- the waste management facility has been exempted from the confirmation obligation by the competent authority upon request.
- In cases of exemption or privileged treatment, the company disposing of the waste only has to provide proof of disposal. No confirmation by the authority is required here.
