The respective responsible road traffic authorities can issue permits for excessive road use according to § 29 StVO within the framework of the General Administrative Regulation for the StVO.
This legal basis stipulates a permit requirement for events that use the road more than is customary and for vehicles that exceed the generally permissible limits set by law.

The costs for the procedure are calculated according to the currently valid schedule of fees for road traffic measures (GebOSt) and are variable depending on the scope of services provided by the authority (Geb.Nr. 263 - 10.20 EUR to 2301.00 EUR).
The application is to be submitted in writing or online with the above-mentioned attachments to the responsible licensing authority. The authority will then hear all public interest groups and, after evaluating the comments, decide on the possibility of granting the desired exemption for races or public walks on public roads.

§ Section 47(1) of the StVO (local competence)
The permits pursuant to Section 29 (2) and Section 30 (2) shall be issued for an event commencing abroad by the authority having subject-matter jurisdiction pursuant to Section 44 (3) in whose territory the border crossing point is located. This authority is also responsible if traffic otherwise subject to permission and licensing begins abroad. Permission in accordance with Section 29(3) shall be granted by the road traffic authority in whose district the traffic requiring permission begins, or by the road traffic authority in whose district the company carrying out the transport has its registered office or a branch office for which there is an obligation to be entered in the commercial, cooperative or partnership register. If the registered office is located abroad, the authority in whose district the permit is used for the first time is responsible.
§ Section 2 (4) of the Thuringian Ordinance on the Transfer of Authorizations and on Responsibilities in the Field of Road Traffic Law (StVRZustÜV).
The competent authority in accordance with Section 44 (3) of the Road Traffic Act for the granting of permits in accordance with Section 29 (2) of the Road Traffic Act is the road traffic authority named in Paragraph 3, Sentence 1, No. 2 in each case, in whose area the event has its starting point, but the State Administration Office if the event extends to the areas of more than three road traffic authorities or the area of another state.
