As the person entitled to fish or, in the case of leasing, as the person entitled to exercise fishing rights, you must draw up conservation plans for fishing districts.
If you are a fishing licensee or leaseholder of the fishing rights for a body of water, you must draw up a management plan for your fishing district and notify the competent authority of this.
You do not need to draw up a conservation plan for fishing ponds and ponds that have been stocked with water for less than twelve years.

The specifications made in the management plan must comply with the provisions of fishing law and may not deviate from them.
The management plan must contain at least the following measures and provisions:
- the conservation objective, in particular the development and maintenance of a good fish population appropriate to the type of water body,
- Measures to maintain the fish population, primarily through measures to preserve biocoenoses and biotopes,
- measures for fish stocking,
- measures to prevent animal diseases, to maintain fish health and to safeguard animal welfare,
- measures following unforeseeable adverse effects on the fish population or the water body,
- the extent of permitted fishing based on the scope of individual fishing rights and the food base,
- monitoring the implementation of the management plan,
- the statistical recording of catches and stocking,
- measures to restore and improve fishing waters, primarily through measures to improve water quality and renaturation of damaged biotopes,
- Community fishing events,
- measures to prevent the introduction and spread of invasive species among fish.

- Owners of a fishing right, i.e. those with fishing rights or leaseholders of fishing rights for a body of water, must draw up a management plan for their fishing district and notify the competent authority of this.
