You want to export plants to a third country? You need a phytosanitary certificate/ pre-export certificate for this?

During international trade in plants, plant products or other items, plant diseases and pests can be carried over. In the case of such harmful organisms, there is a risk that they will spread in an uncontrolled manner in a new environment and cause major economic damage. For these reasons, international trade in this area is subject to strict phytosanitary monitoring. Plants may only be exported from the EU with a phytosanitary certificate (PGZ). The PGZ/ VAZ confirms compliance with the import requirements of the respective receiving country after prior inspection.

The internet service is used for the electronic registration of export consignments for phytosanitary control and for the issuance of a PGZ/ VAZ by the responsible official phytosanitary service.

Erforderliche Unterlagen

The following information is required to complete the online form:

  • Addresses applicant, exporter, postal and invoice recipient.
  • Name of consignee, country of import
  • Place of origin
  • Means of transport
  • Registration number of the exporter
  • Place and date of inspection and contact person on site
  • Description of goods and quantities
  • if applicable, treatments carried out including protocols
  • if applicable, import permit of the importing country
  • if applicable, test reports of laboratory examinations

Voraussetzungen

  1. Registration of the exporter according to article 65 ff. VO (EU) 2016/2031
  2. PGZ/VAZ must be required by the importing country (Article 100 et seq. of vo (eu) 2016/2031).
  3. Issuance of the certificate is made only if the consignment complies with the import requirements of the recipient country (Article 100 et seq. of Regulation (EU) 2016/2031).

The plants, plant products and other objects must be able to be phytosanitary controlled in Thuringia and must be dispatched from Thuringia.

Payment of the fee debt is made after receipt of a cost notification.

Verfahrensablauf

  1. Prior to the first export application, the applicant asks the Thuringian State Office for Agriculture and Rural Areas, Department 23, Kühnhäuser Straße 101, 99090 Erfurt for inclusion in the official register. (The registration application is posted at https://www.isip.de/isip/servlet/isip-de/regionales/thueringen/pflanzengesundheit/registrierung ).
  2. The applicant registers (once) with his farm data in the online portal "PGZ-online".
  3. The applicant submits a concrete export application with all relevant data on the intended export. (The portal contains help for filling out the application).

The application will be processed within 5 working days. The issuance of the PGZ may be delayed due to necessary examinations and inspections.

Rechtsbehelf

The competent authority decides on the issuance of a phytosanitary certificate after reviewing the legal situation of the recipient country and after all required information, documents and, if applicable, test results are available.

  • Plants, plant products and other objects must be accompanied by a phytosanitary certificate (PGZ) when exported to third countries (export from the EU).
  • If the consignment is composed of partial consignments originating from areas of different phytosanitary services of the federal states/EU member states or if the origin of the consignment is not in the same area of responsibility of a phytosanitary service as the place where a necessary treatment of the consignment must be carried out, one or more pre-export certificates (VAZ) must be applied for at the respective place of origin. These serve as a basis for the PGZ, which must be applied for by the exporter at his responsible phytosanitary service.
  • Both documents confirm that the phytosanitary requirements of the respective importing country are met.
