As a transport or infrastructure company, would you like to apply for funding for public transport investments? To do so, your project must be included in a funding program of the Free State of Thuringia and the funding must be approved.

The approval of funding for operational investments in local public transport (ÖPNV) includes, in particular, projects for the expansion of streetcar and rail infrastructure, the procurement of buses and streetcar vehicles as well as telematics equipment such as operations control systems and passenger information systems. After receiving your application, the authority will check whether the project you have applied for is eligible for funding and can be included in the funding program. As a result, you will receive a notification from the authority as to whether or not it will be included in the funding program. If you are considered, you will be asked to submit an application with all the necessary documents. Once all the application documents have been submitted, the authority will issue a grant notification. You can then commission the implementation of the project. You can apply for payment of the funding as soon as you have received invoices or invoices are expected soon. After completion of the project, you must provide evidence of the use of the funding to the authorities.

1st stage:
Notification of requirements (form according to RL-ÖPNV-Unternehmensförderung) with explanatory report, site plan and photos of the current condition (for construction measures)

2nd stage:
Application (form according to RL-ÖPNV-Unternehmensförderung), planning documents, cost calculation, statement from the responsible representative for people with disabilities, depending on the funding object and individual case, further necessary approvals, evidence, concepts, statements

• The applicant is a public transport or infrastructure company
• The project has not yet begun
• Financing of the applicant's own funds and follow-up costs is secured
• Project was planned in compliance with the applicable technical regulations
• The project meets the accessibility requirements
• Approval and building law requirements have been met
• Project complies with the local transport planning of the public transport authorities or the Free State of Thuringia

No costs are charged for the administrative service.

The application procedure consists of two stages. Stage 1 is the registration of the funding project and stage 2 is the application for the funding project

• Notification of the project by the public transport companies by 30.09. of the year preceding the start of the project

• Examination of the applications received

• Preparation of a funding program in accordance with the available state budget funds

• Informing the public transport companies that the project will be included in the funding program and inviting them to submit an application

• Submission of application

• Examination of the application

• Issue of the grant notification

• Funding recipient informs authority about award of contract

• An increase in the grant can be applied for depending on the result of the tender and the further cost development during the realization of the project (e.g. supplements)

• Examination of the change requests by the authority and, if necessary, issuance of change notices

• Submission of the call-off application(s) by the grant recipient

• Review of the call-off application by the authority and payment of the grant

• Submission of the proof of use after completion of the project

• Review of the proof of use by the authority

• Assertion of claims for repayment and interest, if applicable

• Final notification to grant recipient

From application to notification of grant: 1 to 4 months

• Notification of the project: by 30.09. of the year preceding the start of the project
• Objection to the grant notification: 1 month after notification
• Use of funding amounts: within 2 months of disbursement of the funding
• Submission of proof of use: no later than one year after the end of the approval period

The approval notice contains a right of appeal. An appeal against the authority's decision can be lodged within one month.
