Official recognition of experts according to § 1 ThürWesenstVO for the acceptance of temperament tests of dogs according to §§ 8 and 9 ThürTierGefG
Anyone who wishes to conduct character tests on dogs whose behavior has caused suspicion of a possible threat to public safety within the meaning of §§ 8, 9 Thuringian Law for the Protection of the Population against Dangers to Animals of June 22, 2011 (GVBl. page 93), as amended (ThürTierGefG), requires official recognition as a competent person/expert by the Thuringian State Administration Office in agreement with the State Office for Consumer Protection. Once recognized, the qualified person/expert is entered in a list maintained by the Thuringian State Administration Office for the Free State of Thuringia (Section 1 of the Thuringian Regulation on the Testing of Animals of January 19, 2012, GVBl. page 72, as amended).

To obtain official recognition, an application must be submitted to the Thuringian State Administration Office.
Before taking up the activity, the competent person has to participate in an instruction on the uniform application of the character test at the Thuringian State Administration Office (§ 1 para. 2 ThürWesenstestVO in conjunction with § 1 para. 3 of the Thuringian Certificate Examination Ordinance of January 19, 2012, GVBl. page 49, as amended - ThürSachkundePrüfVO -). In accordance with Section 1 of the Obligations Act, the competent person shall be obliged to perform his or her duties conscientiously. They must regularly attend further training events - at least one specialist further training event within two years - and must provide evidence of this to the Thuringian State Administration Office in the form of suitable documents (Section 1 (2) of the ThürWesenstestVO in conjunction with Section 1 (3) sentences 3 to 5 of the ThürSachkundePrüfVO).
