There is a legal obligation to report the trade in and import of plant protection products. If you wish to engage in this activity in Thuringia, notify the competent authority here.
The trade in plant protection products (placing on the market or import) must be reported. The activity must be reported to the authority responsible for the place of business and the place of activity. This also includes online and mail-order trade in plant protection products. The information must be provided separately for the registered office/company headquarters as well as for each branch office/branch. Notifiable activities in Thuringia must be reported to the Thuringian State Office for Agriculture and Rural Areas (TLLLR).
Furthermore, only qualified persons who have the necessary reliability and the required technical knowledge and skills and who have provided proof of these to the authorities are allowed to sell and distribute plant protection products. Changes to the group of persons and those affecting the company details as well as the termination of the notifiable activity must also be reported immediately.
If all requirements and information are fulfilled, the official registration for the trade with or import of plant protection products in Thuringia takes place.
- truthfully and completely filled in notification form including the private addresses of the persons handing over the products
- a double-sided copy of the plant protection certificate of competence for dispensing (card) of all employees selling or importing plant protection products in Thuringia
A prerequisite for placing on the market or importing plant protection products is mandatory possession of the certificate of plant protection expertise for dispensers. In addition, state-approved training courses must be attended regularly. Accordingly, a seller must be knowledgeable and able to provide a buyer with expert information about plant protection products.
Upon receipt of the notification the Office checks the completeness, the factual correctness of the information and the existence of the requirements for registration for trade or import. If there are any queries or additional requirements, you will be contacted. If all requirements and information are fulfilled, the official registration will take place. You will receive a notification. You will be assigned a registration number, which must be used for future change notifications. In addition, the notification lists the registered areas of activity and all persons registered for these areas by name. Since this is a chargeable public service, you will also receive a cost notification.
If you discontinue the notifiable activity, it is sufficient to send an informal notification to the following e-mail address to deregister the trade in or import of plant protection products, stating your registration number and the date of discontinuation of notifiable activities.
Your details will be checked systematically and on an ad hoc basis as part of plant protection inspections.
The initial notification must be made before the start of the activity. Any changes to the legally required information must be reported immediately and on an ongoing basis.
If additional information or documents are required in the course of your notification, deadlines may also be set for this purpose.
The trade in plant protection products is subject to numerous plant protection regulations which you must comply with and whose implementation is controlled by the authorities.

If you, as a legally obligated person, do not comply with your notification or do not comply with it in time, it is an administrative offense.
You can lodge an objection against this administrative act with the Thuringian State Office for Agriculture and Rural Areas based in Jena within one month of notification. The deadline is also met by timely receipt at a branch office of the State Office.
