Section 46 of the Closed Substance Cycle Waste Management Act assigns the chambers of industry and commerce the task of providing information and advice on ways to avoid, recycle and dispose of waste. The chambers of industry and commerce provide advice on the recycling and disposal of commercial waste, packaging and electronic scrap, for example.

Key elements of the Closed Substance Cycle Waste Management Act:

• New definitions harmonized under EU law (in particular, definition of waste, by-products, end of waste status, recovery, disposal).
• Introduction of the new five-level waste hierarchy
• Creation of a legal basis for waste prevention programs
• Introduction of recycling and recovery quotas for municipal waste (65 percent) and for construction and demolition waste (80 percent) - in each case from 2020 onwards
• Introduction of nationwide separate collection of biowaste (from 2015)
• Creation of a legal basis for the introduction of a "recyclables garbage can" (joint collection of packaging and non-packaging of the same material).
• Safeguarding the "dual waste disposal responsibility" of private and public waste disposal, in particular the commercial collection of separated household waste for recycling
• Reducing bureaucracy in the licensing procedure for collectors, carriers, dealers and brokers
• Improvement of the quality profile of waste management companies
