If you extract water directly from groundwater or surface waters (not coastal waters), you may be liable to pay a water abstraction charge.
The state of Mecklenburg-Vorpommern levies a charge on the user of a body of water for the abstraction and discharge of water from surface waters and for the abstraction, excavation, extraction and discharge of groundwater.
Groundwater that has been uncovered in connection with the mining or extraction of gravel, sand, marl, clay, loam, peat, stones or other soil components is considered surface water for the purposes of charging the fee.
The charge is not levied for
- Permission-free uses within the meaning of the Water Resources Act (WHG) and the State Water Act (LWaG M-V),
- the abstraction, extraction, transportation and discharge of water from medicinal springs, insofar as the water is not used in connection with the bottling of mineral water,
- the abstraction and discharge of water from surface waters in order to extract heat directly from it and the subsequent reintroduction into the water body,
- the extraction, extraction, extraction, extraction and discharge of groundwater in order to extract heat directly from it and the subsequent reinjection into the groundwater or into a surface water body,
- the abstraction, pumping, extraction and discharge of water for the purposes of fishing and agricultural and horticultural irrigation,
- the abstraction and discharge of water from surface waters for the purpose of hydropower utilization, provided that there is no detrimental change to the chemical, physical and biological properties of the water,
- uses, provided that the total volume of water does not exceed 2,000 cubic meters per calendar year.
The levy rate for the abstraction, pumping, discharging and transfer of groundwater is EUR 0.10 per cubic meter; the levy rate for the abstraction and discharge of water from surface waters is EUR 0.02 per cubic meter. If the withdrawn water is reintroduced into the body of water from which it was withdrawn with a loss of no more than 1 percent of the water volume, the fee is reduced to 10 percent. In the case of unauthorized use of water, twice the amount per cubic meter of water withdrawn is to be charged.
The assessment period is the calendar year. The party liable to pay the charge must provide the water authority with the information required to determine the charge in a declaration and submit the necessary documents.
The water abstraction charge is to be paid for the quantity of water actually abstracted in the previous year. The declaration must be submitted for each calendar year by January 31 of the following year at the latest.
If the party liable to pay the fee fails to meet its obligations, the competent water authority may set the fee by way of an estimate.
The declaration must be submitted using the official form published by the supreme water authority.
The fee is determined annually by notice (assessment notice).
The assessment period is four years, or five years if the deadline for the declaration of submission is exceeded. It is extended to ten years if a fee has been evaded or recklessly reduced. The assessment period begins at the end of the calendar year in which the use was exercised. The fee is due one month after notification of the assessment notice.

If you extract or discharge water directly from a surface water body or if you extract, extract, discharge or discharge water from groundwater, you may be liable to pay water extraction charges.
As a rule, you are exempt from the charge:
- Permission-free uses (residential use, farms, etc.)
- Medicinal springs,
- heat production,
- fishing,
- agricultural and commercial horticultural irrigation,
- use of hydropower,
- Uses of up to 2,000 cubic meters per calendar year
The completed official form must be sent to the competent authority without request by January 31 of the following year. The authority will then set the fee. If necessary, details must be substantiated by supporting documents in the course of a hearing. The fee is due one month after notification of the assessment notice.
If the party liable to pay the fee fails to meet its obligations, the competent water authority may determine the fee by means of an estimate.
The processing time depends on the complexity of the water use and the scope of the documents to be submitted.
The declaration must be submitted for each calendar year by January 31 of the following year at the latest.

Water users must pay a fee for the abstraction or discharge of water from surface waters or groundwater
As a rule, these are municipalities, (water) special-purpose associations, industrial and agricultural enterprises. Citizens are rarely affected. Instead, they pay the drinking water fee to the relevant municipality, the special-purpose association or their water supply company.
The abstraction of water from coastal waters is not a use of water bodies within the meaning of the Water Resources Act and is therefore not subject to the water abstraction charge.
The amount of the fee depends on the type of water abstracted (groundwater/surface waters), the quantity abstracted, the quantity reintroduced (loss of no more than 1%) and the permissibility of the use of the water body.
