For Mecklenburg-Vorpommern, the Landesblindengeldgesetz Mecklenburg-Vorpommern (LBlGG M-V) applies. According to this law, blind and severely visually impaired people who have their usual place of residence in Mecklenburg-Vorpommern receive state blindness allowance to compensate for the additional expenses caused by the visual impairment. In addition, according to § 1 paragraph 2 LBlGG M-V in conjunction with the EU Regulation No. 883/2004 in certain cases, nationals of another Member State of the European Union who are employed or self-employed in Mecklenburg-Western Pomerania, but do not have their habitual residence here, can receive state blindness allowance.
For blind people over the age of 18 who live in their homes, the entitlement is 430.00 euros. If they have not yet reached the age of 18, the entitlement is 273.05 euros.
Highly visually impaired people living in domesticity are entitled to 107.50 euros from the age of 18 and 68.26 euros before the age of 18.
When receiving benefits for home care according to the Social Code Book Eleventh (SGB XI) - Social Care Insurance, the state blindness allowance is reduced. Inpatient care (e.g. in a nursing home or boarding school) can also lead to a lower entitlement to state blindness allowance.
In compliance with (social) data protection regulations:
- Application for state blindness allowance
- Notification from the Mecklenburg-Western Pomerania State Office for Health and Social Welfare with the mark Bl (in the case of blindness) or HS (in the case of severe visual impairment) as proof of the impairment of the ability to see.
- if nursing care benefits are granted, notice from the nursing care insurance fund about the receipt of benefits for home care according to the Social Code Book Eleventh (SGB XI) - Social Nursing Care Insurance
- Proof of receipt of other benefits (e.g. benefits from accident insurance or the Federal Supply Act), which are also paid due to the visual impairment
- in case of home stay a copy of the home contract and
- if applicable, proof of receipt of social assistance
Entitled to state blindness allowance are according to § 1 paragraph state blindness allowance law:
- blind and severely visually impaired people who
- have their habitual residence in Mecklenburg-Western Pomerania.
Exception: § 1 paragraph 2 LBlGG M-V in conjunction with EU Regulation No. 883/2004
Applications for state blindness benefits can be submitted to the social welfare offices of the counties and independent cities. The benefits are also granted from there.
Entitlement to the state allowance for the blind begins on the first of the month in which the requirements (blindness or severe visual impairment) are met, but not before the month of application.
