Chambers of Commerce and Industry certify certificates of origin and other commercial documents.
In some countries, customs authorities, banks or companies in the importing country require the presentation of so-called certificates of origin when importing goods, as well as the presentation of other - certified - trade documents. certified by the Chamber of Industry and Commerce. A certificate of origin provides information about the origin of a product.
As an exporter, you can apply for the issue of such a certificate of origin or the certification of a commercial document, e.g. a commercial invoice, at your local Chamber of Commerce and Industry.
You can submit applications in person, by mail or electronically to your CCI.
Registration for the electronic procedure takes place at the competent IHKafter written nomination of an administrator by the company and the transmission of a registration code by the IHK to the company.
The IHK verifies the accuracy of the information and then issues the document promptly. A fee is charged for the issuance or the certificate. This depends on the fee catalog of the respective IHK.
Evidence of the origin of the goods. Proofs of origin can be, for example:
- Self-declaration about the production of the goods in the own company
- Certificates of origin from another IHK or of another country
- Certificate of origin Form A (from developing countries) successively replaced by the REX declaration
- Preferential movement certificates
- Preferential declarations of origin according to format requirements from EU free trade agreements
- Supplier declarations according to VO (EU) 2015/2447
- IHK declaration for non-preferential origin of goods

For the issuance of certificates of origin and certificates for foreign trade, a fee is charged according to the current fee schedule of the responsible Chamber of Industry and Commerce (see legal basis).
To apply for a certificate of origin or a certificate for a commercial document, you can use an online procedure or a written procedure.
Online procedure
- Contact your responsible Chamber of Commerce and Industry (IHK) with the request to activate you for the online application.
- Fill out the application electronically and send it to the IHK using the online application.
- The IHK will check the completeness and accuracy of your information.
- The IHK may request additional information and documents from you to prove the accuracy of the information contained in the application.
- After checking the information, the IHK certifies the certificate of origin or the commercial document by means of an electronic signature.
- The IHK will then make the certified document available to you in the online application.
- You can use the document then print it out.
Written procedure
- Complete and sign the application.
- Submit the application either by mail or on-site at your IHK.
- The IHK will check the completeness and accuracy of your information.
- The CCI may request additional information and documentation from you to prove the accuracy of the information contained in the application.
- After checking the information, the CCI will certify the certificate of origin or commercial document.
- Subsequently, the certified document will be returned to you by mail or handed over personally.
- Usually a few minutes in the online procedure.
- Usually a few days in the written procedure.
