A person requires a certificate of competence if they wish to place plant protection products on the market commercially or via the Internet outside of commercial activities.
The competent authority will check whether you meet the requirements for acquiring expertise in plant protection. The requirements you must fulfill depend on the activity you wish to carry out (e.g. dispensing plant protection products). If the necessary requirements are met, the applicant will receive a notice of approval for the plant protection certificate. After payment of the processing fee, the certificate of competence is printed and sent by an external service provider.
- Certificate of a recognized professional qualification or
- Certificate of successful completion of an examination of expertise (expertise in plant protection for dispensing) or
- Certificate of completed studies and a certificate from the training institution stating that the required technical knowledge and skills were part of the training
- If applicable, a current certificate of further training (not older than 3 years); certificates issued before February 14, 2012 are not valid pursuant to Section 1 (5) in conjunction with Section 74 (6) no. 1. § 74 para. 6 no. 1 PflSchG not recognized

You can prove your expertise
- with a certificate of a recognized professional qualification after 14 February 2012 (florist according to the Ordinance on Vocational Training for Florists of 28 February 1997) or
- an examination certificate issued by the Plant Protection Service confirming that you have successfully passed an expert examination for dispensing or
- with a certificate of completion of studies after February 14, 2012, in conjunction with a certificate from the training institution stating that the required specialist knowledge and skills were part of the training, or
- with a valid, notarized translation of a certificate from another EU member state (the applicant from other states must have the German language skills required to carry out the activity)
If there are more than three years between the issue of the certificate and the application, a current certificate of further training must also be submitted.
A certificate of competence for the dispensing of plant protection products must be applied for online at www.pflanzenschutz-skn.de. The documents required for the application must also be uploaded to the system. If this is not possible, please send a copy to antrag.sachkunde@lallf.mvnet.de.
It is not necessary to additionally send the signed application to the authority by post.
The authority will check the information and application documents. If all documents are complete and the requirements for the certificate are met, the application will be processed. This can take 4 to 6 weeks. The applicant will receive a notice of approval and fee, and once payment has been received, the certificate of competence will be printed and sent by an external service provider. Printing takes place once a month.
If there are more than three years between the date of the certificate and the date of application, a current certificate of further training (not older than 3 years) must also be submitted.
The certificate of competence (chip card) is printed by an external service provider (once a month) after receipt of the processing fee.
