Pursuant to Section 34a (1) sentence 3 no. 3 of the Trade Regulation Act (GewO) in conjunction with Section 9 of the Security Services Ordinance, the following persons require proof of successful completion of an examination of expertise conducted by the Chamber of Industry and Commerce (IHK) in order to obtain a permit to exercise the security services trade:
- Persons who wish to exercise the security business as self-employed persons in accordance with Section 34a (1) sentence 1 of the GewO,
- in the case of legal entities, the legal representatives, insofar as they are directly involved in the performance of security tasks or no person appointed to manage the business or a branch office has a certificate of competence,
- persons entrusted with the management of the business or a branch office and
- Persons who are employed to carry out the following security tasks in accordance with Section 34a (1a) sentence 2 of the GewO:
- patrols in public traffic areas or in areas under domestic authority with actual public traffic
- Protection against shoplifters
- Guarding the entrance areas of nightclubs in the hospitality industry
- Guarding reception facilities in accordance with Section 44 of the Asylum Act in the version published on September 2, 2008 (Federal Law Gazette I p. 1798), which was last amended by Article 6 of the Act of July 31, 2016 (Federal Law Gazette I p. 1939), shared accommodation in accordance with Section 53 of the Asylum Act or other properties and facilities used for the official accommodation of asylum seekers or refugees, including temporary accommodation, in a managerial capacity,
- guarding large events with protected access in a managerial capacity.
- Registration with the Mecklenburg-Vorpommern Chambers of Industry and Commerce
- Declaration on the assumption of costs
The amount of the fees can be found in the fee schedule of the Chambers of Industry and Commerce.
The purpose of the examination of expertise in accordance with Section 34a (1) sentence 3 no. 3 and (1a) sentence 2 of the GewO is to prove to the competent enforcement authorities that the entrepreneur as well as the employees deployed accordingly have acquired knowledge of the legal regulations and specialist duties and powers necessary for the performance of these activities as well as their practical application to an extent that enables them to perform these security tasks on their own responsibility.
In particular, the subject of the examination of expertise is the specialist duties and powers of the following subject areas:
- Public safety and order law, including commercial law and data protection law
- Civil Code
- Criminal law and criminal procedure law including the handling of weapons
- Accident prevention regulations Guard and security services
- Dealing with people, in particular behavior in dangerous situations and de-escalation techniques in conflict situations as well as intercultural competence with special consideration of diversity and social diversity and
- Basic principles of security technology

- Pursuant to Section 34a (1) sentence 3 no. 3 of the German Trade Regulation Act (GewO) in conjunction with Section 9 of the Guarding Ordinance, proof of successful completion of an expert examination conducted by the Chamber of Industry and Commerce (IHK) is required in order to obtain a permit to exercise the guarding trade.
- This includes persons who wish to exercise the security business as self-employed persons, the legal representatives of legal entities, insofar as they are directly involved in the performance of security tasks or no person entrusted with the management of the business or a branch office has a certificate of competence, as well as persons entrusted with the management of the business or a branch office
- In addition, proof of successful completion of a certificate of competence examination from the Chamber of Industry and Commerce in accordance with Section 34a (1a) sentence 2 GewO is required for persons who are entrusted with the following security activities:
- patrols in public traffic areas or in areas of domiciliary rights with actual public traffic,
- Protection against shoplifters,
- Guarding the entrance area of nightclubs in the hospitality industry,
- guarding reception facilities in accordance with Section 44 of the Asylum Act, shared accommodation in accordance with Section 53 of the Asylum Act or other properties and facilities that are used for the official accommodation of asylum seekers or refugees, including temporary accommodation, in a managerial capacity,
- guarding large events with protected access in a managerial capacity.
