If you have already received a permit for your activity and significant circumstances have changed, you must reapply for the permit. The permit requirement applies to both national and cross-border waste shipments.

- the transaction number of your permit (only if you wish to apply to change an existing permit)
- your business registration (if you are required to register a business)
- an extract from the commercial, association or cooperative register (if an application has been made)
- Proof of business and environmental liability insurance (if such insurance exists)
- Proof of the expertise of the persons responsible for the performance and supervision of the business
- Proof of motor vehicle liability insurance (if you wish to apply for a permit for collection or transportation activities and transportation takes place on public roads).
- The competent authority must issue the permit if:
- no facts are known which give rise to concerns about the reliability of the proprietor or the persons responsible for the management and supervision of the establishment, and
- the proprietor, insofar as he is responsible for the management of the establishment, the persons responsible for the management and supervision of the establishment and the other personnel have the necessary technical and specialist knowledge for their activities.
- In addition, the requirements of those obliged to notify or obtain a permit as well as the requirements for other personnel with specialist knowledge and expertise, which are specified in the Ordinance on the Notification and Permit Procedure for Collectors, Carriers, Traders and Brokers of Waste (Notification and Permit Ordinance - AbfAEV), must be met.
- In addition, verification and register obligations must be observed.
In accordance with fee item 222.4 of the Waste Cost Ordinance M-V (AbfKostVO M-V), a maximum fee of EUR 5,500 is charged for the inspection and issuing of a permit.

If you wish to take up this activity for the first time as a collector, carrier, trader and broker of hazardous waste or if the essential circumstances of your activity have changed, you must apply for a permit from the competent authority. To do so, enter your details and submit the required documents by email or using the online form.
In the case of the online form, you must provide a qualified electronic signature to complete the application. For example, the signature card used in the electronic waste records procedure and the card reader used there can be used for this purpose. Signature software from Governikus, Signer WebEdition, is required for the signature. The software must be installed locally on your computer system in advance. The download with instructions is available on the GOES website. The authority will send you a confirmation of receipt. After checking the application and your documents, the authority may
- request additional documents or
- grant the permit with or without ancillary provisions or
- refuse the permit.
