The permit procedure includes a main application for the general permit.

• Information on the risks of addiction associated with the virtual slot machine games offered, the prohibition of participation by minors, and the counseling and therapy options available to players
• Information on the expected level of gaming stakes in the Federal Republic of Germany over the next 5 years
• Presentation of the measures taken to prevent manipulation
• Printout of the General Terms and Conditions (GTC) for virtual slot machine games on the Internet
• Statement by the auditor on the company's financial performance
• Declaration by tax advisor, legal advisor or auditor on the company's performance capabilities

You must be 18 years of age.

You must be domiciled in a member state of the European Union or a state party to the Agreement on the European Economic Area in order to apply for permission to organize virtual slot machine games in Germany.

In addition, you must meet the requirements of the State Gambling Treaty of 2021:

• Extended reliability (no unlicensed gambling, transparent ownership and shareholding relationships).
• Performance (sufficient own funds, profitability, insurance coverage)

You can apply for permission to conduct virtual slot machine games both online and in writing.

If you wish to apply for permission to conduct virtual slot machine games in writing:

• In the first step, process the "Main Application".
• In the main application, you provide information about the organizer, all authorized representatives and other responsible persons. Furthermore, you must provide information on the reliability of the organizer and information on distribution and processing.
• You must have completed your application before submitting it. It is permissible for required documents to be submitted subsequently if they were not yet available when the application was submitted. However, the competent authority can only process applications finally if all documents have been submitted.
• In the course of the application processing by the competent authority, you must ensure the provision of a security deposit in the amount of at least EUR 5 million up to a maximum of EUR 50 million.
• After you have submitted the main application, you must submit a downstream application for the individual virtual slot machine games. In doing so, provide information on the technical access to the virtual slot games as well as all details (name, type, URL, category and the game rules). The downstream application can be submitted by you immediately after the main application, but no later than two weeks after the granting of permission related to the main application.
• After completion of the review and approval by the Joint Gambling Authority of the Federal States (GGL), you will receive a permit notice by mail.

If you wish to apply online:

• Create a company/citizen account online.
• In this case, you will receive the permit notice directly via your service account.
• Communication with GGL also works via your service account.
• The remaining steps are identical to the written procedure.
• Note: The online service is currently under development and will then be made available to you.

The processing time is at least 3 months.

The period of validity is 5 years.

In justified individual cases, a shorter duration is possible.
