The increased costs of heating, electricity and food are often a particular burden for young people in training. Students as well as vocational students can apply for an energy price lump sum as a one-time payment.

All students who were enrolled at a university in Germany as of December 1, 2022 and who meet the other requirements of the Student Energy Price Flat Rate Act (EPPSG) may apply for the one-time payment (energy price flat rate) in the amount of EUR 200.00. This also applies to doctoral students. Guest students, on the other hand, are not eligible to apply. Students enrolled in a preparatory course at a university are also not eligible for the one-time payment.

Also eligible are specialized students and vocational students in courses of study leading to a vocational qualification of at least two years' duration, if they are registered at an educational institution in Germany on the cut-off date.

Foreign students may apply for the one-time payment if they were domiciled or habitually resident in Germany on December 1, 2022, and were enrolled at a higher education institution in Germany on that date. Sufficient for establishing habitual residence is the usual duration of residence for a one-semester study or school stay.

The one-time payment is not automatically paid out. BAföG recipients must also apply for it.

You may also apply for the one-time payment of 200.00 EUR if you are conducting a study / internship stay abroad limited to a maximum of two semesters and are still enrolled / registered at the educational institution in Germany at the same time, because it can be assumed that you have not given up your residence or habitual abode in Germany. Even if you are on leave of absence from your training institution in Germany, this does not prevent you from receiving the one-off payment.

The situation is different if you are enrolled/registered at a German training institution but live abroad and are carrying out your training as a cross-border commuter. In this case, you are not eligible to apply, as your usual place of residence is not in Germany. Exception: You regularly stay overnight at the training location in Germany and only travel to your home abroad on weekends or holidays and during semester breaks/school vacations, in which case the domestic training location is considered a habitual residence.

If you are currently completing a semester or internship abroad and continue to be registered or enrolled at an educational institution in Germany (for example, in a vacation semester), this does not prevent your residence or habitual abode in Germany. Even if you are studying abroad for a maximum of two semesters and are still registered at your educational institution in Germany, you are still entitled to the one-time payment of 200.00 EUR, since it can be assumed that you continue to be resident or ordinarily resident in Germany. A leave of absence from your educational institution in Germany also means that you can apply for a one-time payment.

The one-time payment will not be subject to taxation. It is not to be taken into account for income-related benefits and social security contributions. Furthermore, it is not to be taken into account in the assessment of costs in child and youth welfare and is to be unseizable.

You will need an access code, which you will receive from your training center.
To register, you need a BundID account.

To prove your identity with the BundID account, you have several options:

• the online ID in your identity card, electronic residence permit, EU identity or EU citizen card,
• or your personal ELSTER certificate

For online identification you need:

• a current smartphone and
• an identification app, for example the AusweisApp2.

If you cannot use either online ID or ELSTER, you will receive a PIN for the access code from your educational institution, which you enter in the application. For the variant with PIN, a BundID account is also required; in this case, the so-called basic registration for the BundID account with user name and password is sufficient.

In the application, you must enter an account number.

Only those who were enrolled or registered at an educational institution on the cut-off date of 01.12.2022 can receive the one-off payment. If your exmatriculation took place after the cut-off date, you are entitled to the one-off payment.

Eligible students are also specialized students and vocational students in courses of education leading to a vocational qualification of at least two years' duration, if they are registered at a training institution in Germany on the cut-off date.

If you are enrolled or registered at a German training institution but live abroad and are carrying out your training as a cross-border commuter, you are not entitled to claim the one-off payment because your habitual residence is not in Germany. Unless you regularly stay overnight at the place of training in Germany and only travel to your home abroad on weekends, holidays and school/semester breaks, in which case you have a habitual residence at the domestic place of training.
