Do you want to carry out drilling or other earthworks? Then you must notify the competent authority in advance.
If you want to carry out so-called earth excavations, you must notify the competent authority. Earth excavations are boreholes or other earthworks that reach so deep into the ground that they can affect the movement or composition of the groundwater.
This can happen, for example, if soil layers are penetrated that protect the underlying groundwater from contamination. The notification enables the competent authority to ensure that adverse effects on the water balance are avoided. For example, it can impose conditions on the project.

The notification can be made in writing or, depending on the lower water authority, also electronically.
The notification is reviewed by the competent authority. It is checked whether there are any restrictions on earth excavation at the planned location or conditions or whether the project must be prohibited. As part of this review, a decision is also made as to whether further procedures need to be carried out in addition to the notification, e.g. a permit procedure under water law. If the competent authority does not respond in writing or electronically within one month of receiving your notification, you can begin with your project.
