Sport and recreational boating:

As a general rule, berths for watercraft are assigned by the port authority. The registration or deregistration in the port or before the actual port call including berth assignment is usually done by telephone, e-mail or directly during the actual port call by verbal arrangement on site.

Commercial and Professional Vessels:

The registration for watercraft in a port is to be registered by the vessel operators or their representatives with the port authority in due time before arrival and before leaving the port, respectively, as well as to be de-registered before leaving the port.

The electronic data processing system Port Information System (HIS) North or the federally owned reporting client of the National Single Window (NSW), among others, can be used online for registration and deregistration. In the course of the electronic registration of a watercraft or in the context of the port call, the berth is (or is to be) assigned in advance by the competent port authority.

Overall:

There is no entitlement to the allocation of a specific berth. The port authority may limit their use in time, place several vessels next to each other and order the moving of watercrafts, as far as this is necessary in the interest of safety and ease of traffic or for the safety of port operations. Berths may be changed only with the permission of the port authority.
