In accordance with this administrative regulation, the corresponding administrative agreement between the federal government and the federal states and the administrative regulations on Section 44 of the Mecklenburg-Vorpommern State Budget Code, the state of Mecklenburg-Vorpommern grants subsidies for the demolition of vacant, permanently unneeded apartments in residential buildings or parts of residential buildings.

The funding program is intended to support municipalities, the housing industry and private and other homeowners equally in the elimination of vacant apartments and their consequences.

The municipal housing markets are to be stabilized by demolishing vacant apartments that are no longer needed in the long term. Demolition measures should be seen as investments in the future viability of municipalities and residential areas.

Voraussetzungen

  • They must spatially define a development area.
  • The area must be defined as an urban redevelopment area, a redevelopment area or an urban development area.
  • You must draw up an urban development concept for your entire municipality with the participation of citizens, homeowners and in consultation with the surrounding municipalities.
  • The demolition measures in your municipality must comply with the objectives of the development concept.
  • Your urban development concept must contain definitions of the urban development, housing, infrastructure, economic, ecological and social objectives from an overall urban and housing policy perspective.
  • Your urban development concept must include climate protection measures or measures to adapt to climate change, in particular by improving the green infrastructure.
  • At least one of your measures must take place during the funding period.
  • You must waive possible compensation for planning damages in the course of implementing the urban development concepts or rough concepts.
  • You must waive any claims under Section 155 (6) BauGB.

Kosten

As part of the approval process, costs amounting to 0.5 percent of the federal and state grants awarded to the municipality are incurred.

Verfahrensablauf

On application, municipalities can receive grants from the state for demolition in spatially defined development areas. For this purpose, an application must be submitted to the Mecklenburg-Vorpommern State Development Institute.

Once the application has been received, the state development institute checks whether the requirements have been met. If the requirements for funding are met, the state development institute proposes the demolition measure to the ministry for inclusion in the "Growth and Sustainable Renewal" funding program.

If the demolition project is accepted into the program, the municipality receives a provisional grant notification for the entire project and can request payment of the grant once the individual demolition project has been completed.

Hinweise

  • The applicant is not entitled to the grant.
  • The granting authority decides on the basis of its dutiful discretion within the framework of the available budget funds.
  • By way of exception, the demolition is also eligible for funding before the urban development concept has been completed if the municipality declares that the measure complies with the future provisions of the urban development concept currently being drawn up.
  • The preparation of a complete urban development concept as a prerequisite for funding may be waived if the costs involved are disproportionate to the scope of the planned demolition measures. An unreasonable relationship is to be assumed if fewer than 100 apartments are to be demolished in the municipality. In this case, a rough concept is sufficient.
  • The grant is excluded if the beneficiary has started the demolition measure before the grant notification for the overall measure has been issued. The start of construction is the conclusion of the contract with the construction company.
  • Early commencement of the overall measure can be applied for at the State Funding Institute before the provisional grant notification for the overall measure has been issued.
  • Once the individual measure has been included in the overall measure, a funding agreement must be concluded between the municipality and the beneficiary regarding the dismantling measures to be carried out.
