The municipal electoral authority shall establish an electoral roll for each electoral district before each election.
The municipal electoral authority shall draw up an electoral roll for each electoral district before each election. It shall contain the surname and first name, date of birth and residential address of all persons entitled to vote.
All persons entitled to vote who are registered with the registration office for a single dwelling or, in the case of several dwellings, for the main dwelling in the electoral district on the 37th day before the election (qualifying date) are entered in the electoral roll ex officio.
Under certain conditions, persons entitled to vote are entered in the electoral roll upon application (Section 15 (2) LKWO M-V). The application must be submitted in writing to the municipal electoral authority by the 23rd day before the election, stating surname, first name, date of birth and residential address.

For registration on application:

An appeal against the decision of the municipal electoral authority on an application for registration in the electoral roll to the municipal electoral committee shall be submitted to the municipal electoral authority in writing or on record.

- This register contains the surname, first name, date of birth and residential address of all persons entitled to vote who are registered at the registration office with their main residence in the electoral district on the qualifying date.
