Hundehaltung: Befreiung vom Leinen- und Maulkorbzwang beantragen

In certain places, all dogs must be kept on a lead, and certain dogs are generally required to be kept on a lead. However, exceptions to these regulations are possible.

All dogs must be kept on a lead at meetings, parades, public festivals, other public events and in sales outlets or zoos, as well as in places where the dog owner's ability to avoid other people or react is impaired. Exceptions apply to guide dogs for the blind and disabled, dogs of the rescue service and civil protection as well as service dogs of, for example, the police, customs and armed forces.
Dangerous dogs are also subject to a general leash requirement. This does not apply if they are hunting or herding dogs and are used for their intended purpose (e.g. a hunting dog during a hunt).

• Exception for hunting and herding dogs during the use of their respective purpose

Appeals can be lodged against decisions made by the responsible local regulatory authority (regulatory office) or the responsible district regulatory authority (district regulatory office) (Sections 68 ff. of the Administrative Court Code - VwGO). If the objection is not upheld, an action can be brought before the competent administrative court.
