If you want to carry out tests or issue certificates in accordance with the Chemicals Climate Protection Ordinance, you must be recognized by the competent authority.
Certificates of competence are required for the personnel carrying out certain work on refrigeration or air conditioning systems, for example. These certificates are issued after passing an examination. If you wish to carry out such inspections or issue certificates, you will require approval from the competent authority. This applies to the whole of Germany.
The competent authority shall issue a company certificate in accordance with Article 6(1) of Implementing Regulation (EU) 2015/2067 or Article 8 of Regulation (EC) No 304/2008 to companies that carry out activities on stationary refrigeration systems, air conditioning systems and heat pumps containing fluorinated greenhouse gases in accordance with Section 6 of the ChemKlimaschutzV upon request.
In addition, the competent authority recognizes training events in accordance with Section 5 (3) ChemOzonschichtV. Participation in these training events is a prerequisite for the issue of a certificate of competence by the IHK and thus also a prerequisite for the issue of a company certificate.
Information on the teachers conducting the examination, the examination procedure or the content of the certificates must be submitted. Further documents may need to be submitted following queries from the competent authority.
- Training documents of the future instructors,
- Contents of the course,
- Timetable for the course,
- examination regulations, if applicable,
- if applicable, procedural regulations for the issue of certificates of competence,
- list of equipment used during training and
- if applicable, a sample examination paper and a list of questions.
Detailed information on the curriculum and course content must be submitted to the competent authority for the recognition of training courses.
To apply for a company certificate, an application must be submitted to the competent authority, together with the certificate of competence from the relevant Chamber of Industry and Commerce and other information such as the name and registered office of the company, the name of the parts of the company to be certified and the activities to be certified for the site (e.g. installation, maintenance / leakage control / recovery, maintenance / repair).
They have the appropriate resources, material and personnel to carry out tests and issue certificates.
Administration fee: EUR 100 - 1000
The following fees apply in Mecklenburg-Vorpommern:
A maximum fee of EUR 700.00 is charged for the recognition of training events in accordance with fee item 4.1 of the Environmental Chemicals Costs Ordinance.
A maximum fee of EUR 200.00 is charged for the issue of a company certificate in accordance with fee item 3.2 of the Environmental Chemicals Costs Ordinance.
You submit an informal application to the competent authority for recognition as an examination and certification body. If necessary, the authority will request further application documents and issue a notice of recognition after reviewing the application.
In accordance with Section 5 (5) of the Chemicals Ozone Layer Ordinance, the competent authority must decide within 3 months on the recognition of training events or the issue of a certificate.
