If you have German citizenship, are eligible to vote and are returning to Germany from abroad, you can register on the electoral roll for the
European election if the requirements for an ex officio registration are not met.
If you have German citizenship and move back to Germany from abroad, you may not automatically be registered on the electoral roll for the European elections.
This depends on when you re-registered in Germany after your return. If you did so after the 42nd day and before the 20th day before the election, you must apply in writing to be entered on the electoral roll.
Declaration in lieu of an oath of eligibility to vote and declaration that no application for registration on the electoral roll has been submitted elsewhere
You can register on the electoral roll as a German of full age without voting rights exclusion after your return from abroad for the European elections if you:
- register in Germany after the 42nd day, but before the 20th day before the election
- return to Germany as a German citizen from a member state of the European Union, or
have lived as a German outside the Federal Republic of Germany and are returning to Germany, if you had a residence or your habitual abode in Germany for at least 3 months after your 14th birthday and this was not longer than 25 years ago, or
return to Germany as a German or a German from other countries if, for other reasons, they have acquired personal and direct familiarity with the political conditions in the Federal Republic and were affected by them.
- You register with your municipality of residence after the 42nd day but before the 20th day.
- You affirm in lieu of an oath that you are entitled to vote and declare that no application for registration on the electoral roll has been submitted elsewhere.
- The authority decides on your application and sends a notification of election or a notice of refusal.

- Germans of full age without electoral exclusion who return to Germany from another EU member state,
- Germans of full age without electoral exclusion, who return to Germany from other states, if they had a dwelling or their habitual residence in Germany for at least 3 months after their 14th birthday and this was not longer than 25 years ago,
- Germans of full age who are not excluded from the right to vote and who are returning to Germany from other countries, if for other reasons they have become personally and directly acquainted with the political conditions in the Federal Republic and have been affected by them.
- Entry in the electoral roll ex officio upon registration in Germany later than 3 months, but by the 42nd day before the election
- Application for registration requires affirmation in lieu of an oath of eligibility to vote and declaration that no other application for registration has yet been submitted in Germany or another EU member state.
