If you want to handle explosive substances in the commercial sector or operate traffic, you need a permit for this in accordance with the Explosives Act.
Activities in connection with explosive substances have a great potential for danger. The aim of the Explosives Act is to protect people and property from these dangers.
In order to prevent accidents and misuse, the Explosives Act places high demands on the suitability, reliability and expertise of persons who wish to handle explosive substances. Within the scope of reliability, information is obtained from other authorities, e.g. police, public prosecutor's office.
If you, as an entrepreneur, wish to handle or deal with the following explosive substances,
- NC powder (nitrocellulose powder)
- Stage pyrotechnics / technical pyrotechnics
- Fireworks of the category F3 and F4,
- fireworks according to § 20 paragraph 4 of the First Ordinance to the Explosives Act of the category F2
then you need a permit according to § 7 SprengG!
The official permit ensures that only those persons have access to explosive substances who meet the requirements for safe handling.
When applying for a commercial permit, the responsible authority may ask you for further information on the available storage facilities for the explosive substances.

- Proof of professional competence or proven competent person (certificate of competence holder)
- Proof of liability insurance
- Description of the intended storage (e.g. technical documentation, photographic evidence, storage plan)

You will need a certificate in a certified translation from the competent judicial or administrative authority in your home country or country of origin concerning certain facts that are relevant to the assessment of your reliability (e.g. criminal record extract).
To obtain a permit to handle and transport explosive substances, you must meet the following requirements:
- You must have reached the age of 21 to handle explosive substances.
- You must have a technical qualification. The specialist knowledge is proven by a certificate which attests to successful participation in a state or state-recognized training course.
- They must be reliable. The required reliability is normally given if you have so far behaved in a law-abiding manner and have no criminal record.
- You must be personally suitable. You are personally suitable if you have no limitations, e.g. in mental or physical health or due to drug or alcohol addiction.
- You must have suitable rooms or storage facilities for safekeeping.
The amount of the fee is set by the competent authority. As a rule, the fee is calculated according to effort and benefit on the basis of a cost framework.
Fees in Bremen:
- Issuance of the permit 150,00 - 300,00 EUR
- Extension of the permit 60,00 EUR
- Change of the permit 60,00 EUR
Before you, as an entrepreneur, are allowed to handle explosive substances or to deal with them, you must have been granted a permit in accordance with § 7 of the Explosives Act.
To obtain the permit, you must submit an application and all the necessary documents. The documents will then be checked by the responsible authority. If there are any questions or uncertainties, the authority will contact you and, if necessary, invite you to a personal interview.
After the documents have been checked, you will receive a notification of the decision and a fee notice with a request for payment.
Deadlines for subsequent submissions/returns are set by the competent authority.
If you already have a permit, you must submit the application for renewal in good time before the expiry of the time limit.
If an application requires verification of personal suitability and reliability for admission to a specialist training course, the competent authority may waive a renewed verification if the certificate for participation in the specialist training course was issued no more than one year ago.
Handling and circulation in the commercial sector of explosive substances.

the manufacture, processing, recovery, storage, transfer, use and destruction of explosive substances. Also included in handling is the transport within the premises and the receipt of explosive substances.
- The traffic includes:
the making available on the market, the acquisition, the transfer and the mediation of the acquisition, the distribution and the transfer of explosive substances.
The permit is issued by the competent authority if the legal requirements are met.
The issuance of the permit is subject to a fee
When checking reliability, information is requested from the Federal Central Register, the Central Commercial Register, the Public Prosecutor's Proceedings Register, the police stations, the Office for the Protection of the Constitution and, if necessary, the Foreigners Authority.
Proof of special expertise must be provided.
