The Hamburg Metropolitan Region's development fund supports projects that promote the economic, technological, spatial, social and cultural development of the Hamburg Metropolitan Region as a shared economic and living space.

What is funded?

Funding is provided in particular for projects that contribute to the implementation of the strategic objectives defined in the Strategic Framework for Action of the Hamburg Metropolitan Region (MRH) adopted by the Regional Council.
These are projects that:

1. Develop approaches and solutions for regionally significant issues,
2. improve intra-regional cooperation by overcoming institutional boundaries,
3. generate high added value for the MRH in terms of content,
4. raise the profile of the MRH both internally and externally,
5. have an innovative or pilot character for the Hannover Region,
6. strengthen the MRH's unique selling points,
7. contribute to strengthening the international competitiveness of the Hannover Region,
8. serve to improve public transport connections in the Hannover Region,
9. initiate and strengthen cooperation and networks,
10. involve business and social partners from the region as cooperation partners in addition to the municipal and state administrations,
11. can demonstrate financial participation by third parties or other public funding.

Funding is available for

1. investment projects and their preparation,
2. Studies and concepts (e.g. creation and implementation of regional development and action concepts, business and project plans, feasibility studies, scientific evaluation support for the further development and efficient organization of regional cooperation processes),
3. sustainable public relations work to present the entire MRH (metropolitan region-related marketing) or for projects that are funded as projects in accordance with these guidelines (project-related marketing),
4. regional or project management, provided they are part of a MRH flagship project in accordance with point 2.4.

Who is eligible for funding?

Eligible applicants are

• the association "Projektbüro Metropolregion Hamburg" e.V.,
• the districts of Ludwigslust-Parchim and Nordwestmecklenburg and their local authorities and municipalities,
• the state capital Schwerin and
• the Regional Planning Association of West Mecklenburg and the Free and Hanseatic City of Hamburg.

Applicants can involve other municipal or non-municipal partners in projects by means of cooperation agreements. Their financial resources can be counted as own funds.

How is funding provided?

The applicant should first check whether funds from other funding bodies (e.g. EU) can be obtained. These can then be supplemented by the funding funds. In addition, projects can also be funded - in particular flagship projects for which it is not possible to obtain financial support from third parties or third-party funding for legal or factual reasons.
The funding quota outside of lead projects amounts to a maximum of 50 percent of the applicant's remaining own contribution after deduction of all third-party funds and serves to provide appropriate pro rata financing of the applicant's own funds. Measures within MRH flagship projects can be funded up to 80 percent.

The de minimis limit is 10,000 euros.

For cooperation projects:

For construction projects:

• General plan 1:25,000 with identification of the project area
• Site plan of the project (generally 1:1,000, for road construction generally 1:100) showing the development of the outdoor facilities
• Preliminary design plans that verifiably demonstrate the type and scope of the project (in building construction: floor plan, section and elevation drawings at a scale of 1:100 including dimensions)

For revenue-generating infrastructure projects:

• Business plan with presentation of income and expenditure over the earmarking period

Other documents (if required):

• Other grant notifications/ funding commitments
• Building inspectorate or other approvals, if available
• Explanation of the financing plan
• District council resolution or similar
• Application for an exemption from the ban on premature project commencement with justification

Financing of projects or sections of projects that were started before the approval for the early start of measures was granted or before the decision on funding was made is excluded.

3. Submission of the reviewed application to the Hamburg Metropolitan Region Steering Committee. The application documents should be complete and ready for review at least 10 weeks before a meeting of the steering committee.

An action against this decision may be brought before the Schwerin Administrative Court within one month of notification electronically, in writing or for the record of the clerk of the court. The electronic form shall be deemed to have been complied with by transmitting an electronic document that is suitable for processing by the court and

• has a qualified electronic signature by the person responsible and is transmitted via an approved electronic transmission channel or
• signed by the person responsible and submitted via a secure transmission channel in accordance with Section 55a of the Administrative Court Code.

Further requirements, in particular regarding the approved file formats and transmission channels, as well as the qualified electronic signature, are set out in the Ordinance on the Technical Framework Conditions for Electronic Legal Transactions and on the Special Electronic Mailbox for Public Authorities (Electronic Legal Transactions Ordinance - ERVV) and the announcement issued by the Federal Ministry of Justice and Consumer Protection on Section 5 (Electronic Legal Transactions Announcement), as amended.
