Permission from the competent authority is required to shorten the beak tip of poultry. This is granted at the request of the livestock owner. Permission may only be granted if it can be credibly demonstrated that the intervention is essential for the protection of the animals with regard to the intended use.
Necessity is given if known factors that are (partly) responsible for feather pecking and cannibalism are excluded as far as possible, but the risk of this behavior occurring cannot be countered.
Permission is granted on a case-by-case basis for a limited period of time and, in the case of chicks of laying hens under ten days old, contains provisions on the type, extent and timing of the procedure and the person carrying it out.

By way of derogation, the competent authority may require a written declaration from the future keeper stating that the animals are kept in accordance with its recognized requirements and that beak trimming is nevertheless essential.
If the applicant is not the future livestock owner but, for example, the hatchery, the permit must be granted on condition that the applicant verifies that the aforementioned requirements are met in the manner described above and submits the relevant documents of the future livestock owner to the authority on request and that these are plausible.
The application must also contain information on the intended method of beak trimming and the knowledge and skills of the persons carrying out the procedure.
The application must state that the intervention is essential with regard to the intended use, namely for the protection of the animals.

- The tips of the beaks of poultry are trimmed if there is a risk of cannibalism. This mainly affects laying hens, fattening turkeys, parent birds and muscovy ducks. The animals peck at each other until serious injury or death occurs.
- Permission from the competent authority is generally required to shorten the tips of the beaks of laying hens with chicks under ten days old and poultry. The veterinary and food inspection offices of the districts and independent cities are responsible.
