According to Article 3 (2) of the Basic Law, the state shall promote the actual implementation of equal rights for women and men and shall work towards the elimination of existing disadvantages. For Mecklenburg-Western Pomerania, too, the promotion of the actual equality of women and men was included in Art 13 of the state constitution as a task of the state, the municipalities and districts, as well as the other agencies of public administration.

In order to achieve this goal, active promotion of women and the elimination of discriminatory framework conditions and regulations take place, on the one hand, where women are disadvantaged. On the other hand, future discrimination against women or men vis-à-vis the other gender is to be prevented by considering from the outset in all political measures and decisions what impact they will have on one gender and the other (principle of gender mainstreaming).

In the counties and municipalities with more than 10,000 inhabitants, equal opportunity commissioners are appointed on a full-time basis in accordance with sections 41 and 118 of the municipal constitution for the state of Mecklenburg-Vorpommern. In smaller municipalities, equal opportunity commissioners work on an honorary basis. Pursuant to Section 142, municipalities with their own administration appoint an equal opportunity commissioner. The equal opportunity commissioners perform tasks within the scope of the municipality's overall responsibility that serve to implement the fundamental right of equal rights for women and men. They have to uncover disadvantages of women in public life, which in individual cases also occur to men, and work towards their reduction.
