To drive a motor vehicle of the moped category (single-track bicycles with an auxiliary motor, maximum speed not exceeding 25 km/h), a two-wheeled motor vehicle or a three-wheeled motor vehicle, the maximum speeds of which do not exceed 25 km/h, or electronic mobility aids with a maximum design speed not exceeding 20 km/h on public roads, you need a test certificate. The test certificate is proof of sufficient knowledge of driving the aforementioned motor vehicles whose maximum speed does not exceed 25 km/h, and is familiar with the dangers of road traffic and the behavior required to avert them. It is not a driver's license in the legal sense. The test certificate must be carried when driving and handed over to competent persons for examination upon request. It was introduced on April 1, 1980. Persons born before April 1, 1965 do not need a test certificate. In this case, the identity card must be presented for inspection. Furthermore, you do not need a test certificate if you have a valid driver's license.
The test certificate entitles the holder to drive motorcycles with a maximum design speed of 25 km/h (moped), so-called light mopeds (maximum engine capacity 30 cm³, maximum design speed 20 km/h), electronic mobility aids with a maximum design speed of 20 km/h, as well as two-wheeled motor vehicles of class L1e-B and three-wheeled motor vehicles of classes L2e-P and L2e-U, if their design ensures that the maximum speed on level ground is limited to a maximum of 25 km/h. The test certificate is issued to the holder of the test certificate.
The test certificate is issued from the age of 15 and after passing the theory test, which can be taken at the earliest 6 months before the minimum age.

You submit the application for the test certificate to your driving school; you submit the application for admission to the theoretical moped test to DEKRA. The theoretical and practical moped training is carried out by the driving schools. You also apply there for the test certificate. After completing the moped training, you will receive a training certificate. The training is carried out by a driving instructor who holds a driving instructor's license for class A and includes at least six double lessons of theory and one double lesson of 90 minutes of practical training in individual lessons or at least two double lessons of 90 minutes each in group lessons.
For admission to the theoretical moped test, you must present your training certificate to the officially recognized expert and examiner for motor vehicle traffic at the Technical Test Center (TP) for Motor Vehicle Traffic (in Mecklenburg-Western Pomerania, the TP is officially recognized by DEKRA). After passing the test, the TP will issue you with the moped test certificate. The test certificate or a driving license replacing it must always be carried when driving a moped.
If you lose the test certificate, you must contact the test center that issued it for a replacement test certificate to be issued.
Taking the theoretical moped test and issuing the test certificate incurs fees and expenses that are determined by the technical inspection agency. These are set in the schedule of fees for road traffic measures at 10.30 €. This does not include costs incurred by the driving school for the training and the issuing of the training certificate.
In an examination, the applicant must prove that he/she has sufficient knowledge of the legal regulations governing the driving of a motor vehicle and is familiar with the dangers of road traffic, the behavior required to avert them, and can safely master the exercises for vehicle control. Anyone who holds a driving license in accordance with § 4 FeV for driving motor vehicles on public roads or a foreign permit entitling them to drive motor vehicles in Germany does not have to take the test.
Anyone 15 years or older is allowed to ride a moped on public roads. You don't need a driver's license for this, but you do need a "test certificate for driving mopeds and two- and three-wheeled motor vehicles up to 25 km/h". This is issued to anyone who has successfully completed a theoretical and practical moped training course and passed a theoretical test.
Theoretical and practical training is provided by the driving schools. In Mecklenburg-Western Pomerania, the theoretical moped test is conducted by the officially recognized DEKRA e.V.
