The registration certificate part I can be exchanged on request. The registration certificate part II is not changed and therefore does not need to be presented. If the vehicle was purchased or leased on credit and the financing bank or lessor has received the vehicle registration certificate as security, the financing provider must be asked to send the document to the registration authority for amendment. The change can only be made once the document has been received by the authority. Once the change has been made, the new document (registration certificate part II) is sent back to the financing authority. If the old documents (vehicle registration certificate and vehicle registration document) are still issued for the vehicle, the changeover to the new documents (registration certificates Part I and II) will take place at the same time. In this case, the vehicle registration document must also be submitted.
Anyone who puts a vehicle into operation whose license plate is not designed or affixed as prescribed commits an administrative offence. To avoid this, the old license plates can be replaced with new ones, for example, if they have been stamped by the registration authority beforehand.
- Current identity card or passport with confirmation of registration - not older than 3 months

You can prove your right of disposal via the vehicle subject to registration and license plate requirement.
Fees and expenses are incurred, the amount of which is determined by the licensing authority in accordance with the scale of fees for road traffic measures. Detailed information on this can be obtained from the competent authority. Other possible costs such as license plates etc. are not included.
As the holder, you must apply for the change at the responsible registration authority either in person or through a third party with written authorization. You can also appoint a representative with a written power of attorney. It is important that the power of attorney also contains your consent to the disclosure of the vehicle tax-relevant data to the authorized representative.
In order to complete the procedure quickly, it is particularly important to submit all the necessary documents to the authority as completely as possible. You may also have to present the vehicle to the registration authority for an identity check.
If nothing stands in the way of a change, the registration documents are reissued, the old license plates are cancelled and the new license plates are stamped, i.e. provided with stickers for the main inspection and the registration district.

In Mecklenburg-Vorpommern, the licensing authorities are the district councils, (senior) mayors of the independent towns and the large towns belonging to the district. The authority with local jurisdiction is the authority of the place of residence, in the case of several residences the place of the main residence or, in the absence of such, the place of residence of the applicant or person concerned. In the case of legal entities, tradespeople and self-employed persons with a fixed place of business or public authorities, the licensing authority of the registered office or the location of the branch or office involved is responsible.
