Participation in air traffic requires a permit (license). A distinction is made between licenses to fly motorized aircraft, helicopters, motor gliders, gliders, free balloons or air sports equipment.
The acquisition of an aviation license requires theoretical and practical training. The training can only be conducted at an approved training organization (ATO) or an approved flight school. The responsible state aviation authority issues the license after the theoretical and practical examinations have been passed.
The aeronautical examinations consist of a theoretical and a practical examination part:
- Theoretical examination:
The theoretical examination covers subjects such as aviation law, navigation, meteorology, general aircraft knowledge, fundamentals of flying, human performance, flight performance and flight planning, and operational procedures. - Practical Examination:
The practical examination may be taken only after passing the theoretical examination. The flight school shall confirm the applicant's readiness for the examination and register him/her for the examination. In the practical flight test, the applicant must demonstrate, during a flight under the supervision of an examiner, that he/she has acquired the theoretical and practical knowledge and skills for the safe operation of the aircraft and can apply them correctly under normal and special conditions. The practical examination must be successfully passed within 2 years of passing the theory examination.
The specific requirements depend on the particular license to be acquired.
- Registration for training by the aviation school
- Registration for participation in examinations by the aviation school
- Identity card (copy)
- Medical certificate of an aeromedical expert
- Application for a background check according to § 7 of the German Aviation Security Act (Luftsicherheitsgesetz)
- Certificate of good conduct (document type O or P)
- Declaration of ongoing investigation and criminal proceedings
- Extract from the driver suitability register (previously: central traffic register)
- Proof of immediate measures at the scene of an accident or first aid training
The requirements for the acquisition are divided into 2 parts:
- Personal prerequisites:
- physical and mental fitness as determined by an aero-medical expert
- reliability of character
- Minimum age (depending on the type of license)
- Professional requirements:
- Training in theory and practice with a specified minimum number of takeoffs and landings
- successfully passed theoretical and practical examination
- Acquisition of a radiotelephone certificate
- Proof of knowledge of the language used in radiotelephony (usually English or German)

The cost depends on which organization you start your aviation license with and for which aircraft you want to acquire it.
For applicants residing in M-V or conducting their training for the acquisition of a license at an ATO approved and located by the supreme aviation authority M-V, the supreme aviation authority M-V is responsible.
The licenses for commercial aircraft pilots and professional aircraft pilots, the acceptance of the examinations for the acquisition of the instrument rating as well as the licenses for air sports equipment pilots (ultralight aircraft, hang gliders, paragliders and parachutists) do not fall under the responsibility of the supreme aviation authority M-V. The Federal Office of Civil Aeronautics (Luftfahrt-Bundesamt) is responsible for commercial/professional pilots and the air sports associations are responsible for pilots of air sports equipment.
Aviation licenses are issued with an unlimited validity. A distinction must be made between these and the ratings entered in the airman's license, which are subject to a time limit and, depending on the rating, can be extended if the respective requirements are met.
The theoretical and practical knowledge as well as language skills must be maintained.
For applicants residing in M-V or conducting their training for the acquisition of a license at an ATO approved and located by the supreme aviation authority M-V: supreme aviation authority M-V.
