If you want to operate an assessment center for driving suitability, you need the recognition by the competent authority according to state law. The prerequisites are that the financial and organizational capacity of the organization is guaranteed, the staffing with a sufficient number of physicians and psychologists is ensured, an officially recognized expert or examiner for motor vehicle traffic is available for cases of need, the necessary premises and equipment are available, the body has been positively assessed by the Federal Highway Research Institute with regard to the fulfillment of the technical requirements applicable to it and the person authorized to represent the organization of assessment centers for driving suitability is reliable.

Recognition may be subject to ancillary provisions, in particular conditions.

All documents providing information on the existence of the above conditions are required.

The application, which must be signed by a person authorized to represent the institution, must be accompanied by the following documents:

1. evidence of the legal form of the institution, name of the legal entity,

2. information on the organization and management of the institution, its activities and its relations with a superior organization,

3. addresses of all assessment bodies in the area of responsibility of the respective recognition authority,

4. for each assessment body within the area of responsibility of the respective recognition authority, a certificate issued by the competent body confirming compliance with the Ordinance on Workplaces,

5. if other recognition has already been granted, a list of recognition notices already available, stating the recognition authority, file number and date of recognition; copies of the notices must be submitted on request.

6. proof of professional liability insurance

7. proof of the total turnover of the last three completed business years or, in the case of first-time certification, other proof of the financial capacity as well as the economic independence of the appraisers from the appraisal result

8. proof of the qualification of the physicians and psychologists employed in the assessment office

9. proof of the availability of an officially recognized expert or examiner for motor vehicle traffic for each assessment center

10. proof of suitability of the psychological test procedures and devices used from a suitable independent body

11. expert opinion from the Federal Highway Research Institute in accordance with § 72 Para. 1 No. 1 FeV

12. proof of a certificate of good conduct for the applicant; in the case of legal entities for those persons who are appointed to represent them by law or by their articles of association

Recognition is granted if

1. the financial and organizational capacity of the provider is ensured,

2. the staffing with a sufficient number of medical and psychological experts is ensured,

a) Requirements for the medical expert:

aa) physician with at least two years of clinical practice or specialist (especially internal medicine, psychiatry, neurology),

bb) in addition, at least one year's experience in assessing the fitness of drivers in an assessment center for fitness to drive,

b) Requirements for the psychological assessor:

(aa) diploma or equivalent master's degree in psychology and at least two years of practical professional experience (usually in clinical psychology, industrial psychology),

bb) in addition, at least one year of practice in the assessment of the fitness of drivers in an assessment center for driving suitability,

cc) sitting in on a complete course for the restoration of fitness to drive (§ 70) in the absence of knowledge and experience in the implementation of these courses,

3. the institution proves for all assessors the fulfillment of the requirements for annual continuing education in accordance with the guideline under § 72 paragraph 2 number 1,

4. an officially recognized expert or examiner for motor vehicle traffic is available,

5. the material equipment with the necessary premises and devices is ensured,

6. the provider of assessment centers for fitness to drive is not at the same time a provider of driving training measures or courses for the restoration of fitness to drive, and does not carry out any measures to change behavior and attitude in preparation for an assessment of fitness to drive,

7. the suitability of the psychological testing procedures and devices used has been confirmed by an appropriate independent body,

8. the provider of assessment centers for driving suitability proves the fulfillment of the requirements by an expert opinion of the Federal Institute (within the scope of the initial assessment, this proof is limited to the fulfillment of the requirements with regard to the documentation of the quality management and the spatial, material and personnel equipment)

9. the participation of the executing agency in a regular and nationwide exchange of experience under the direction of the Federal Agency is ensured,

10. the economic independence of the evaluators from the results of the evaluations is guaranteed, and

11. the applicant, or in the case of legal entities, the persons appointed to represent them by law or by their articles of association, have the necessary reliability for their activities.

Fees and expenses are incurred, the amount of which is determined according to the administrative effort and the economic benefit for the applicant, is laid down in the Fee Regulations for Road Traffic Measures (GebOSt) and is set by the recognition authority. In the annex to the GebOSt, a fee range of 128.00 euros to 2,556.00 euros is provided for under no. 214.1.

This does not include the costs for information from the Federal Central Register and for assessments, etc.

Recognition is granted upon written application by the institution for the institution and its assessment body if the requirements are met. An informal application must be submitted; it is advisable to submit the application with the aid of a standardized nationwide application aid. Recognition may be subject to ancillary provisions, in particular conditions, in order to ensure the proper operation of the provider and its assessment centers.

There are no deadlines to be observed.

Prerequisites for suitability and independence of a body are proof of the availability of persons who have procedure-related professional competence in psychological diagnostics and a task-related quality management system.

Not suitable are bodies or the assessors working for them who were or are involved in the development and distribution of the test device and/or test procedure to be assessed or who go beyond the preparation of assessments within the scope of Annex 14 to the Driving License Ordinance, maintain or have maintained in the past 2 years a contractual or other legal or economic relationship with the manufacturer of the device and/or developer of the procedure or maintain or have maintained in the past 2 years a contractual or other legal or economic relationship with bodies of assessment centers for driving aptitude that use the procedures and test devices to be assessed.

If you want to operate an assessment center for driving suitability, you need recognition by the authority responsible under state law.

In Mecklenburg-Western Pomerania, the State Office for Road Construction and Traffic is the competent recognition authority for providers of assessment centers for driving suitability, provided that they operate assessment centers for driving suitability in Mecklenburg-Western Pomerania.
