Special living conditions exist, for example, in the absence of housing, unsecured economic livelihood, living conditions characterized by violence or comparable adverse circumstances.

Social difficulties exist if living in the community is significantly restricted by exclusionary behavior.

The assistance includes all necessary measures to eliminate the particular social difficulties that stand in the way of integration into society.

These measures include in particular:

• Counseling and personal assistance,
• Assistance in maintaining and obtaining a dwelling,
• assistance in coping with everyday life.

The benefit is provided without proof of income and assets, insofar as services are required in the individual case.

At least:

• Identity card or passport (or other documents that can identify the person beyond doubt).

The competent social welfare institution will inform about the documents required in individual cases.

• Existence of special living conditions (for example, unsecured economic livelihood, lack of or inadequate housing, violent living conditions, release from prison),
• the existence of social difficulties of a serious nature which substantially restrict participation in community life and clearly exceed the level of general social difficulties, and
• the inability of the person concerned to overcome the difficulties by his own efforts.

Persons whose particular living conditions are associated with social difficulties shall be granted assistance in overcoming these difficulties if they are unable to do so on their own.

Information can be obtained from the locally responsible social welfare agency (Sozialamt) of the district or independent city.

If necessary, documents can be obtained from the relevant social welfare institutions.
