From the beginning of compulsory schooling until the end of compulsory schooling, the administrative districts and independent cities shall, for pupils living in their area
- year 12 of general education schools and year 13 of the Fachgymnasium,
- the basic vocational training and vocational preparation year and
- the first grade of a vocational school that does not require a secondary school leaving certificate or equivalent qualification,
to provide public transportation for pupils of the locally responsible schools or, in the event that such transportation is not provided, to bear the necessary expenses of these pupils or their legal guardians for the journey to the locally responsible school.
By way of derogation from this, in the administrative districts and independent cities there is also an obligation to provide transportation or reimbursement to the nearest school beyond their area if pupils
- outside the place where they live or have their habitual residence, take advantage of the special school offer in a learning group or are educated at a sports or music grammar school or at a grammar school with a supra-regional support class for the education of diagnosed cognitively gifted pupils,
- need to be transported due to a permanent or temporary disability,
- are unable to attend the local school for capacity reasons and have been assigned to another school, or
- are unable to take advantage of the special school offer for the acquisition of general lower secondary level qualifications in conjunction with business-related practical components in the district-free city or district of their habitual residence or place of residence.
Pupils who attend a school run by the local authority or an independent school that is not the locally responsible school can take part in public school transport to the locally responsible school free of charge, provided that such transport is available. The necessary expenses for these pupils will not be reimbursed.

The school transport statutes are drawn up individually by the districts and independent cities. Therefore, the deadlines in the school transport statutes of the respective district or independent city must be observed for the "travel allowance".
The "travel allowance" is granted from the date of application. The application must be submitted before the start of the school year and proof of school attendance must be provided. If the application is submitted at a later date or if school attendance is terminated prematurely, the subsidy amount will be granted on a pro rata basis.
Once the "reimbursement of travel costs" has been approved, the invoice for reimbursement of the necessary expenses for the journey to school can be issued. The statement must be submitted in writing to the district or independent city for the previous school year by the deadline specified in the school transportation statutes. The expenses incurred for approved journeys by public transport must be documented and detailed cost statements must be submitted for all other approved means of transport.
