The benefits for education and participation are intended to facilitate access to social participation and education for children, adolescents and young adults from low-income families.
The benefits for education and participation are intended to make it easier for children, teenagers and young adults from low-income families to access social participation and education. As a parent or eligible person, you have the opportunity to apply for financial support from the state. This applies to the following areas:
Up to a maximum of 18 years of age:
- Participation in social and cultural life in the community, for example in a sports club or music school, is supported with up to EUR 15.00 per month.
Up to a maximum of 25 years of age:
- In 2024, EUR 195.00 per year (EUR 130.00 for the first half of the school year, EUR 65.00 for the second half of the school year) will be provided for personal school supplies.
- The costs of appropriate learning support to supplement school offers are covered insofar as they are necessary to achieve the learning objectives set out in school regulations.
- The actual costs of one-day excursions by schools, day-care centers and day-care centers are reimbursed.
- The actual costs of excursions lasting several days organized by day-care centers and childminders as well as school trips in accordance with school regulations will be reimbursed.
- In the case of participation in a communal lunchtime meal, the expenses incurred will be taken into account for pupils (if school is responsible) as well as for children in day care centers and in child day care.
- The necessary actual expenses for transportation to the nearest school of the chosen course of education (monthly student tickets) will be taken into account unless they are covered by third parties.
As a rule, school transportation is covered by the school transportation provider. The necessary actual expenses will be covered as a benefit of the education and participation package on a subordinate basis.
- Proof of need, e.g. by means of a notice of need:
- Citizen's allowance
- social welfare benefits
- Benefits under the Asylum Seekers Benefits Act
- child supplement
- Housing benefit
- Child benefit number, if applicable
- Invoices, receipts and other evidence, if applicable
- If necessary, certificates from the school
The responsible office will inform you of any other documents that may be required.
In the basic income support for jobseekers (SGB II/Bürgergeld), there is essentially no separate application for education and participation benefits. All benefits of the education package are deemed to have been (tacitly) applied for at the same time as the main or continued application for citizen's allowance. A separate application is still only required for school trips lasting several days. This ensures that the benefit can also be paid retroactively from the month in which the application is submitted, even if the need is only specified later during the approval period.
In principle, children, adolescents and young adults are legally entitled to education and participation benefits if they or their parents receive one of the following social benefits at the time of application:
- social welfareor
- citizen's allowanceor
- Benefits under the Asylum Seekers Benefits Actor
- housing benefitor
- child supplement.
Age limit for educational needs: completion of 25 years of age, this only applies to pupils in the legal sphere of SGB II/citizen's allowance
Upper age limit for benefits for participation in social and cultural life in the community (cultural, sports and leisure activities): Completion of the 18th year of age

Note:
Payment modalities for benefits for participation in social and cultural life in the community are processed in M-V via the so-called education card. A participation budget participation budget provided there enables subsidized participation in various club, cultural, leisure and tutoring activities. The electronic card provided by the responsible offices (local authorities or job centers) can be used by those entitled to benefits to pay for the approved services. The participating service providers settle the services used with the relevant authorities.
The education and participation benefits must be applied for separately. This does not apply to personal school supplies for SGB II and SGB XII benefit recipients. Applications are required separately for each child.
In Mecklenburg-Vorpommern, the districts and independent cities are solely responsible for the sponsorship and implementation of the education and participation package. Please submit applications to the authority responsible for you or contact the citizens' service/citizens' office in your place of residence for advice and applications. Application forms and further information on the education and participation package can also be found on the Internet on the websites of the districts and independent cities and directly from the relevant authorities.
If your personal circumstances change, you should inform the relevant office immediately. This applies in particular to
- Income (e.g. type and amount)
- marital status
- bank details
- your place of residence.
In accordance with § 37 Paragraph 2 SGB II, benefits are not paid for periods prior to the application. The application for benefits to ensure subsistence, which also includes benefits from the education and participation package, is backdated to the first of the month.
The application for benefits to cover the need to participate in social and cultural life in the community in accordance with § 28 Para. 7 SGB II applies back to the start of the current approval period if other benefits are also provided to cover living expenses (§ 37 Para. 2 Sentence 3 SGB II).
Social assistance, with the exception of basic security benefits in old age and in the event of reduced earning capacity, begins in accordance with Section 18 (1) SGB XII as soon as the social assistance provider or the agencies commissioned by it become aware that the requirements for the benefit have been met. In this respect, the requirement for the payment of personal school needs is met as soon as the social welfare provider becomes aware of the need.
Benefits to cover needs in accordance with Section 34 (2) and (4) to (7) SGB XII are provided on application. This means that an application is necessary for
- School trips/school excursions,
- school transport,
- learning support,
- lunchtime meals,
- participation in social and cultural life in the community.
Entitlements to benefits from the education and participation package in accordance with the Federal Child Benefit Act (for families with child supplement or housing benefit) expire 12 months after the end of the calendar month in which they arose.
