Events for which public roads, paths and squares are used more than is customary require a permit.
Events for which public roads, paths and squares are used more than is customary require a permit. This is the case if the use of the road for general traffic is restricted due to the number or behavior of the event participants or the driving style of the vehicles involved. This is particularly the case for
- Motor sport events (classic car rides, motorcycle rides, rallies)
- Cycling races (e.g. cycling and also running courses in triathlon competitions, stage rides, marathon bike rides), team rides and comparable events with bicycles,
- Cycling tours (e.g. touringcycle tours) if more than 100 people take part or if considerable traffic disruption is to be expected,
- Inline skating competitions,
- public hikes and fun runs if more than 500 people take part or if the local road network (from district roads) is used,
- Parades at public festivals and similar events (except for customary local processions and other customary local church events as well as smaller customary local events),
- street festivals, markets.

Furthermore as optional attachments:
- Route (for relocatable events) as a map or detailed description (especially within larger towns),
- time schedule,
- Proof of event liability insurance,
- Action plan for securing the event by the organizer,
- Traffic sign and detour plan for the purpose of road traffic regulations.
A permit may only be issued to organizers who can guarantee that the event will be carried out in accordance with the conditions and requirements of the licensing authority.
The fees for issuing a permit in accordance with § 29 Para. 2 StVO are EUR 10.20 to EUR 767.00, depending on the administrative costs, in accordance with § 1 Para. 1 of the Fee Regulations for Road Traffic Measures (GebOSt), Fee No. 263, and EUR 767.00 to EUR 2,301.00 for larger events with exceptionally high administrative costs.
Special use fees charged by road authorities are set separately in the permit notice. The amount of the special use fees depends on the type and extent of the impact of an event on the road.
Special use fees may also be charged for events that do not require a permit or if public areas are to be used in connection with the event beyond the usual scope of the event (e.g. for catering for spectators).
The completed application and attachments must be submitted to the responsible authority (road traffic authority) in good time, i.e. approximately 4 to 6 weeks before the start of the event.
The road traffic authorities in whose area the event takes place are responsible for issuing permits, whereas the higher administrative authority is responsible if the event extends beyond the district of a road traffic authority or beyond the administrative district of the higher administrative authority (other federal states).
Road traffic authorities are the
- districts,
- independent cities,
- large cities belonging to a district and the
- and independent municipalities in M-V.
