If someone moves, he or she must register the new residence within two weeks.
A certificate of residence is required for this. Otherwise registration is not possible.

The person required to register must give you the data required for the confirmation.
You are the landlord of the new residence.
A landlord is someone who actually lets another person use a dwelling and not just in appearance.
This applies irrespective of whether this is based on a contract and whether this is effective.
The landlord is usually the owner who rents out the flat.
The landlord may also be a person or body commissioned by the owner to rent out the dwelling, for example property managers.
For persons who live as subtenants, the main tenant is the landlord.
The main tenant is also the housing provider if part of a flat is left to a third party for actual use without consideration or only against reimbursement of expenses.
If you move into the flat or house yourself as the owner, you make a self-declaration for yourself.
You or a person appointed by you must confirm in writing to the registration office that the person subject to registration has moved in (landlord's confirmation).
In doing so, you confirm the following data:
- Your name and address as landlord or, if you are not the owner, also the name of the owner,
- Date of moving in
- The address of the flat into which you are moving, and
- The names of the persons required to register.
In the case of an electronic confirmation to the registration office, you will receive a so-called assignment feature. You must inform the person subject to registration of the residence of this.
You can then enquire at the registration office whether the person subject to registration has registered.
The registration authority may provide for further forms of authentication of the housing provider if necessary.
