As a matter of principle, contracting authorities must put contracts for the supply of goods and services and for the execution of construction measures out to public tender.

Public clients, such as the state and local authorities, are legally obliged to award contracts to cover their requirements for goods and services and to carry out their construction measures by means of invitations to tender.

Public tenders must be published. Most contracting authorities use their own website for this purpose. Current invitations to tender can also be found on service.bund.de.
Tenders above certain thresholds must be published in the Supplement to the Official Journal of the European Union (SIMAP).
The publications indicate which application documents are required, where and how these can be requested and what costs may be incurred.

Further information can also be found on the website of the Federal Ministry of Economics and Climate Protection (BMWK). Current invitations to tender and announcements of awarded contracts can be found on the federal government's service platform.
