The Employer's Liability Insurance Association for Transport and Traffic determines fitness for sea service and also issues the certificate of service.

The issuance of seaman's logbooks and mustering procedures has been discontinued since August 1, 2013 due to the entry into force of the new Maritime Labor Act. The Seamen's Act from 1957 has thus been repealed.

From now on, the assessment of fitness for service at sea will replace the medical examination, and the service certificate will replace the seaman's logbook.
Mustering certificates and seaman's logbooks issued before August 1, 2013 remain valid.
